She requested to suspend the order of the Agenda to allow Dr. Frank Daniels, Faculty Senate Chair, to provide his presentation. Presentation: Dr Frank Daniels provided a PowerPoint presentation of the Budget Task Force Report of March 11, 2010 and March 18, 2010. The current budget is to be reduced by 6.9%, as well as FY 2010-2011. This will equal an additional $1,021,372 budget cut. The objective of the Task Force is to preserve GBC core functions and programs, while maintaining long term sustainability. The Task Force proposed the following: no additional furloughs be added beyond what is in place at the present time GBC Faculty and Classified vacancies are continued a reduction in maintenance operations property lease savings of the building on Basin Avenue in Pahrump the acceptance of all approved buy-out proposals, phase-in retirements the reduction in force of five administrative faculty positions Reductions in Programs/Services to include: restructuring of the agriculture program, suspend or eliminate the broadcast technology program, eliminate the Battle Mountain dual credit diesel program, move CDL to a self-supporting program, reduce EMS courses to adjuncts only, suspend the Fire Science-Wildland program, restructure Physical Ed to convert some credit classes to non-credit classes, restructure the sonography program, discontinue underground mining courses, discontinue mental health counseling, limiting the hours of operation for the: Academic Success Center Library High Tech Center Dr. Daniels also presented proposed program/class caps including Nursing, Diesel, Electrical and Instrumentation courses. Dr. Daniels stated that the prevailing philosophy is that Nevada colleges and universities are doing fine with less money. Unfortunately, student programs need to suffer, to show pain. He said that NSHE was proposing a cut or elimination of Grant-In-Aid to save money across the system. Dr. Daniels researched GIA in other states and prepared a report that shows most states have GIA for their employees, some even after retirement. According to the Chancellor, GIA will not be eliminated as a means of saving money. During the question segment, Shirley Jones asked Dr. Daniels about Gov. Gibbons Executive Order regarding four ten hour work days. Dr Daniels stated that the work day hours can be implemented if it saves the institution money. Shirley asked if he knew anything about a reduction of employee benefits. He stated that nothing had passed in the last legislative bill but it is still a possibility we will see cuts in our benefits. Shirley also asked what information Dr. Daniels knew about the proposed merger of Classified into the NSHE system. Dr. Daniels stated that the Presidents of the NSHE institutions requested the proposed merger. He said the big hurdle would be the NAC (Nevada Administrative Code). This proposal would have to go before the state legislature at the February 2011, meeting. Justine Stout asked about the state of the Millennium Scholarship. Dr. Daniels said that money was raided from the fund and unless funds are returned to the scholarship it will be insolvent in 5 10 years. No decision has been made at this time to eliminate it. Approval of Minutes: There were no corrections to the minutes of February 26, 2010. Jodi Gerrits made a motion to approve the minutes and Marsha Holford seconded the motion. The motion passed unanimously. Treasurers Reports: Renae Jim read the Treasurers report for February 9, 2010 March 11, 2010. Expenditures were $185.56 for two gift baskets donated to the GBC Foundation Dinner Dance. Ending balance was $3240.05. Pat Loper made a motion to approve the Treasurers report as read and Jodi Gerrits seconded the motion. The motion passed unanimously. Off-Site Reports: Battle Mountain: No report. Presidents Council: Jolina reported that Ashley Reed from Winnemucca was the recipient of the Regents Scholar Award. Old Business: Shirley reported that she is working with Carolyn Trainor, GBC Foundation, in order to obtain permission to hold the IAV Bingo Night. She reported that even though the event would not require a gambling license, we are required to register and be approved by the Executive Director of Gaming. It isnecessary to report the prizes offered and they cannot exceed over $50,000 in a calendar year. Shirley and Jolina briefly provided an update report about the Ad Hoc Committee they are serving on . The committee was formed by Deidre Lupher, Chair, of Classified Staff Council at UNLV. She is compiling data on the pros and cons of NSHE employment versus state employment. Shirley clarified it was a misconception that classified staff would be converted to professional status. According to NSHE, professional faculty are required to have a degree. It would have to be a lateral move, something similarly to what we have at the present time. Currently professional faculty are governed under the Board of Regents and Classified are governed by the State of Nevada. Lynnette Peterson suggested they not participate as it is not a merger that would happen soon. Jolina explained that it is important that she and Shirley stay informed about matters pertaining to classified personnel. Shirley added it is especially important, taking into consideration the Governors latest proposal of merging us into the NSHE system.
