Approval of Minutes � The minutes of the President抯 Council meeting on September 18, 2003 were approved.
Strategic Planning � Cliff Ferry has been invited to the President抯 Council meeting on September 30 to report on the progress of the Strategic Planning report.
Selection of GBC Lapel Pin � President抯 Council has chosen a design for the GBC lapel pin. Joyce Shaw will obtain a price so that we can proceed with ordering.
Russian Delegation � Dr. Killpatrick provided an itinerary for the Russian delegation that will be visiting GBC as part of the Open World Leadership program, which is a program set up between the Russian government and the United States� Congress to promote better communications and economic diversification. There is a lot of potential here to grow our international students. The Russian delegation will be on-campus today.
Nominations for Unsung Hero Award � President抯 Council nominated Jeanne Rosenthal as GBC抯 Unsung Hero to be presented at the October Board of Regent抯 meeting. It was noted that it was very difficult to come up with one person, there are so many.
Institutional Memberships for Occupational Ed. � At the next Board of Regents meeting in October, the Vice Presidents will informally query their counterparts at the other institutions on their policies regarding the payment of individual professional memberships. The Vice Presidents will report back the findings in two weeks.
Community College Conference � Dr. Elliott reported that a meeting has been held to form a steering committee for the 2004 Nevada Community College Conference to be held at 色花堂. She reported that there is great faculty representation and great ideas were brought forward. The next steering committee meeting will be Tuesday, September 30, 2003 at 10:30 a.m.
Grant Update � Ms. Jeanne Rosenthal provided an update on grants. She reported the Nevada Public Education Foundation, a private foundation that was formed to help with Nevada抯 public education endeavors, has a $45,000 grant which will be awarded to four entities. In the past, GBC has used money from this grant to hold the college and career awareness days (Access). GBC will be applying for this grant again. She stated that GBC would also like money to fund a speaker for a junior/senior day. Ms. Rosenthal has estimated a budget amount of $9,391. President抯 Council recommended she proceed with the proposal which is due September 30, 2003.
Ms. Rosenthal stated she has received a request from the Northeastern Nevada Museum about a possible partnership with GBC to help with their Western Stories in the Park program by providing faculty for lectures and possibly some facilities. Dr. Daniels will send an email to all faculty to see if there is an interest in providing lectures for the program. Dr. Killpatrick stated that this seems like something the college would be interested in supporting.
The National Science Foundation proposal has been submitted. GBC will be notified in approximately six months whether we received the grant. Dr. Mehrotra, consultant to GBC for the NSF grant, suggested that we look at other funding sources to be able to do the project, and Ms. Rosenthal suggested the FIPSE grant for funding of the computers in the residential hall. GBC can submit two separate proposals. A meeting will be scheduled to discuss other FIPSE opportunities.
GBC was awarded $1,000 from the Nevada Humanities Committee for the Great Basin Festival for this year. GBC has also applied for $25,000 from the National Endowment for the Arts for the 2004 Great Basin Festival to be held September 14 � 18, 2004. GBC did not get the Title III grant. The scores were impressive, but the grant is very competitive. Our only weakness in the proposal was not enough time dedicated to managing the project.
New Leadership Nevada � Ms. Ashley Hickie and Ms. Robbie Phillips presented information to President抯 Council on the New Leadership Nevada conference they attended at UNLV. These young women represented GBC at this six-day mentoring program which taught them about the challenges and unique opportunities that women in leadership roles face. Twenty-four women from most of the institutions around the state met to make contacts, learn orating skills and gain knowledge about what it takes to run a campaign, start a grass-roots organization or become a community leader. Ms. Hickie reported that each woman was assigned a mentor (women in politics, CEO抯, presidents of universities) with whom they could follow for the week. Ms. Phillips reported that it was not an easy program to be accepted to. The two GBC ladies made an excellent impression at the conference. Ms. Phillips was chosen the woman with the greatest leadership and poise, and Ms. Hickie was elected as the editor of the newsletter. In conjunction with the conference, both women applied for and were awarded a grant which they will use for a voter registration drive. President抯 Council thanked the young women for doing a great job representing the college.
Meeting with New Mexico School Superintendents � Mr. Gonzales updated President抯 Council on a conference call he had with Dr. Leonardo Sanchez-Saenz, Dr. Eric Henderson, and New Mexico School Superintendents. They wanted information on our Bachelor programs, particularly about teacher education, and were particularly interested in the rural areas.
Great Basin Festival Update � Mr. Gonzales briefly updated President抯 Council on the Great Basin Festival. A more formal report will be given in a couple of weeks.
Miscellaneous
President抯 Council reviewed the proposed changes to the UCCSN Master Plan Goals. Most of the goals have been reordered to reflect updated priorities. Two similar goals have been blended together into a single goal. Two new goals have been added. The Chancellor has requested written comments or suggestions from faculty, students, and staff to be sent to her office no later than October 15, 2003. GBC抯 recommendation for number 3 goal should state 揘evadans enrolling in all levels of higher education and will address the unique educational needs of a highly diverse and non-traditional population.�
Dr. Elliott reported that Dr. Heberer and Ms. Julie Byrnes are working on compiling the information needed on the State Higher Education Executive Officers (SHEEO) pilot project. She indicated that there is difficulty in identifying students who have taken high school English and history classes. As an open door college, GBC is not required to have high school transcripts, so working directly with the system office will be important to get the necessary information.
Groupwise has been causing people some problems, probably because it has been so long since the training that people have forgotten how to use the program. Groupwise does have many capabilities, but we do not have the software to implement the scheduling and other functions. As a reminder, Groupwise will eventually be the only emailing system that GBC will support.
Dr. Killpatrick reported that next week he will announce the winners of the four Ruby Mountain Balloon rides. Four volunteers are needed for the ground crew. The rides will be on Saturday, October 25, 2003.
President抯 Council reviewed the final changes to the new GBC Telephone Directory. All changes have been submitted to Media Services.
Mr. Diekhans reported that auditors from PriceWaterhouseCoopers LLP are on campus to conduct the yearly financial audit. He said it is the college抯 benefit to provide them all the assistance that we can.
Dr. Killpatrick brought forth for discussion the issue of conducting criminal background checks for all professional positions, referencing an article that appeared in the Chronicle about a faculty member at Penn State who was a convicted triple murderer released on parole.
