Revised Lobbying Policy for 2005 Legislative Session Dr. Paul Killpatrick reported that he recently attended a legislative planning meeting in Reno. He informed Presidents Council of the revised Lobbying Policy for the 2005 Legislative Session. Dr. Killpatrick stated the John Rice will be registering as a lobbyist and will represent GBC. GBC will be subscribing to receive a master list of all bills before the legislature because in the past there have been bills that pertain to GBC in the legislature that we were not aware of. The next legislative planning meeting will be in December, and John Rice will be GBCs lobbyist. More information will be forthcoming. Classified Council Update Ms. Karen Smith provided a Classified Council update. Classified Council questioned if there was a specific reason for the Winter Closure. Traditionally, this time of year has low productivity and many people take it off. Mr. Erik Seastedt stated that by doing a Winter Closure, it is a benefit to the Classified staff and gives them an opportunity to be able to spend time with their families. Ms. Smith stated that the staff has been impressed by the flexibility of their supervisors by giving them opportunities to work for comp time to cover the Winter Closure. Ms. Smith reported that the Classified Council will sponsor two families during the holiday. There will be cards placed on the Christmas tree in Berg Hall that will have requested items. Anyone can participate by purchasing the gift on the card. The Classified Council is also sponsoring a wreath for the Festival of Trees. The Classified Council meetings will be scheduled for the third Friday of the month starting in January. Ms. Smith reported that there were only eight people attending the last Classified Council meeting. Those in attendance had a positive reaction to the possible re-implementation of the College Council. They felt it is a more relaxed format and should be brought back. Student Government Update Ms. Robbie Phillips stated that the walls of community center have been painted the school colors of green and white. The next step is to put the club logos on the walls. She reported that the Scavenger Hunt went well with PBL coming out the winners. The Scavenger Hunt provided FISH with nine turkey dinner baskets to be delivered to needy families. Ms. Phillips reported that the SGA Holiday party will be on December 9. On December 17, the Newman Club, Campus Crusade for Christ, and LDS are sponsoring Christmas Caroling and a chili reception afterwards. Ms. Mahlberg wanted to congratulate Ms. Phillips on her leadership of the Programming Board. Each week, 15 20 students met to discuss their clubs events and what events can be coordinated. Ms. Phillips keeps these meetings moving forward and shows great leadership skills. Faculty Senate Update Ms. Kathy Schwandt provided an update from the last Faculty Senate meeting. She reported that Faculty Senate believes that the Student Relations and Scholarship Committee should be two separate committees. This item will be voted on at the next Faculty Senate meeting on December 10. Ms. Schwandt reported that Faculty Senate will conduct an email vote on November 24 to make Department Chairs a Faculty Senate Committee. Presidents Council suggested clarification whether decisions made by Department Chairs would need to go to the Faculty Senate for approval. Ms. Schwandt reported on other actions taken by Faculty Senate: Senate approved the academic calendar guidelines. Senate approved a spring semester faculty return date: faculty will return the second Wednesday after January 1, 2005. Senate voted to support the Great Basin Indian Archive Center. Senate approved installation of Michelle Hammond Urain on the Distance Education Committee. Senate approved the Faculty Workload Policy Draft 4.03 and will begin negotiations with Administration to create a fair compensation policy. Based on the Curriculum and Articulation Committees recommendation, Senate approved five courses: NURS 335, NURS 336, NUTR 121, SPAN 203, and ECON 317. Senate also approved that new and existing courses which want General Education status are to be presented first to the Curriculum and Articulation Committee for review. Distance Education Policy Discussion tabled until the December 14, 2004 Presidents Council meeting. Winter Campus Closure Mr. Erik Seastedt reported that the Legal Staff has determined that professional staff may not work comp time after the first of the year to cover the Winter Closure days. The professional staff who elect to work comp time must work those days prior to the Winter Closure. As stated above, the Winter Closure is more of a benefit to the Classified Staff. Minnesota Center Against Violence and Abuse Ms. Summer Ehrmann shared a report she found when researching domestic violence. The Minnesota Center against Violence and Abuse provided the report on their website  HYPERLINK "http://www.mincava.umn.edu" www.mincava.umn.edu. Ms. Ehrmann felt that GBC could develop a similar program to increase awareness at the workplace about violence and abuse. Presidents Council recommended Ms. Ehrmann spearhead a taskforce made up of internal and external groups to discuss implementing a similar program at GBC. GBC can utilize community resources such as PACE. There should be grant money available to create such a program. GBC could tie the program into the Great Basin Indian Archive, the student health center, awareness in the community, and student life. Dr. Killpatrick recommended that John Rice, Erik Seastedt and Lynn Mahlberg be on the taskforce. Miscellaneous Regents Award nominations are needed for the Faculty Teaching Award, Academic Advisor Award, and Scholar award. Danny Gonzales will send a reminder email for the advisor award. Because of the lack of nominations thus far, Presidents Council suggested some names. Danny Gonzales asked when the adjunct faculty would be notified regarding the FICA changes. Erik Seastedt will get the word out as soon as the issue has been determined with the system office. Danny Gonzales reported that two evaluators will be visiting GBC to meet with staff to see how we are addressing the recommendations from our last full-scale evaluation from Northwest Association of Colleges and Universities. To prepare for this, GBC will schedule in-service activities and forums throughout the year to communicate to faculty how we are addressing the accreditation and to get the information out on GBCs strategic planning. Dr. Killpatrick will be evaluated by a system evaluation committee on November 29 30. A series of meetings and interviews have been scheduled. A report must be completed and presented to the Board of Regents on December 2. Erik Seastedt stated that he will be prepared to bring further clarification to the Computer Use Policy at the next Presidents Council meeting. Dr. Killpatrick announced that Ms. Jan Kempster was the recipient of the American Red Cross Educator Award. Congratulations to Jan Kempster for her achievement in helping to make the Academic Success Center a reality. Congratulations to Dr. Danny Gonzales for successfully defending his dissertation.
