Strategic Plan Dr. Cliff Ferry requested updates to the action plans. Discussion about some various changes to area action plans ensued and adjustments were made. Human Resources does not have separate objectives; however, Erik Seastedt has been working on Objective 2.2 Recruitment of quality faculty and staff according to program needs; and Objective 2.5 Assist departments in more fully integrating adjunct faculty into the college as a whole. The Human Resource Department will be working to put adjunct names into the directory. HR has also implemented a picture ID system for full-time employees, and is planning on initiating a similar card electronic system for adjunct faculty as well. John Rice reported that he is continuing to update the marketing plan. He will be working closely with Student Services to create markets. Mr. Rice recommended that our focus be within our region and take international students out of the action plan. One of the most important things for enrollment management is to start marketing packaged programs. It is incentive for a student to be able to see that they can complete an AA in 20 months, going just 2 nights per week. Students want to complete their college education as quickly as possible. Mike McFarlane reported that the Academic Affairs action plan is on target. New Web CT classes are being offered, evaluation for accreditation is moving forward, and they are addressing the workload policy. He reported that the BSN program is on schedule, COT has their BAS proposal ready, and Gary Sundseth has started work on creating a BAS in Agriculture. UNR will be here next week to discuss the BSW degree and the general education requirements. Summer Ehrmann reported that the Foundation has changed some of their timelines and completed some of their objectives already. The two primary goals of the Foundations strategic plan are the expansion of the community center and creating an endowment for new programs. Policies and Procedures Located on GBC Web Page Laura Gallegos and Sean Thompson were asked to provide some background on where policies and procedures are located and who updates and places them on the GBC website. Ms. Gallegos has been the caretaker of the policy and procedure guide. She formats the documents, makes the changes when she receives them, and distributes to the policy and procedure book holders. She also sends it to Sean Thompson to put it on the website. Ms. Gallegos stated that the formatting of the document needs to be consistent throughout the documents. While Sean Thompson places the policies on the website, it was brought to President Councils attention that the Faculty Senate website is maintained by a different person. The documents that state that they are policy may or may not be accurate. To insure accuracy, policies and procedures must be placed in one place on the website (presidents webpage). Anything referring to a policy or procedure on the website could have a link taking people to the official version located at the Presidents webpage. Laura Gallegos, Sean Thompson and Erik Seastedt will work together to develop a procedure to allow regular and systematic updates to the policy and procedure guide and present to Presidents Council. Signature Authority on Course Submission Forms Mike McFarlane would like to see a more streamlined process for signatures required on the course submission forms. Dr. McFarlane recommends that the department chair provide the last signature during the regular course submission period. If there are changes/additions/deletions after the cutoff date, then the VPAA would have to sign. Presidents Council approved the recommendation. Dr. McFarlane will notify the department chairs of this change. Facilitator Pay Garry Heberer introduced Michelle Urain, who is the new IAV coordinator. Dr. Heberer reported said that it would be better if facilitator pay was twice a month instead of once per month. Presidents Council discussed the pros and cons of different payment scenarios. The facilitators must be paid on an LOA, which is once per month. The IAV department and the Human Resource department should determine what the pay would be for each course. Assuming that the student will carry the course for the whole semester, an LOA can be done immediately, ensuring the student gets paid in a timely matter. Presidents Council asked that the IAV department monitor the process. Distance Education Policy Mike McFarlane stated that the distance education policy was passed at the last Faculty Senate meeting. Dr. McFarlane has some changes he would like to recommend. Lynn Mahlberg would like to offer some changes to address ADA. Kathy Schwandt will give a copy of the changes to Larry Hyslop, chair of the Distance Education Committee and ask him to attend Presidents Council on December 7, 2004. Miscellaneous Kathy Schwandt reported that Faculty Senate will be voting on the workload policy on November 19. She will have a Faculty Senate report at next weeks Presidents Council meeting. We are still working on the Facilities Use Policy. Lynn Mahlberg said that the policy needs to go to legal council for their approval. The Foundation needs to be added to the policy. Carl Diekhans will make changes and incorporated theater use into the policy and send it to legal for their review. Erik Seastedt stated that paychecks will be mailed to the employee. Paychecks will no longer be allowed to be picked up. Paycheck stubs and direct deposit stubs will be placed in the employees mailbox.
