ࡱ> ?A>U@ bjbj (, D D D 8|  $h {}}}}}}$dRpZ ZZ 4Z"  {Z{:, G D |"; {0ER&&&   n dGREAT BASIN COLLEGE PRESIDENTS COUNCIL November 12, 2003 PRESENT: Paul Killpatrick, Betty Elliott, Carl Diekhans, Lynn Mahlberg, Danny Gonzales, Summer Ehrmann, Frank Daniels GUESTS: Julie Byrnes, Garry Heberer Approval of Minutes The minutes of the Presidents Council meeting on November 4, 2003 were approved. Strategic Planning Dr. Killpatrick reported that twenty-one people attended the strategic planning meeting in Ely, where we reviewed our strategic plan and program initiatives. The community provided many good suggestions that could be self-supporting, and also expressed a need for internships. They also expressed a critical need for more distance education classrooms. Administrative Salary Proposal Dr. Garry Heberer reported that the Administrative Salary Committee has created a draft Administrative Salary proposal that they feel is fair and equitable. The committee feels that placement on the Board of Regents approved salary ranges for administrative faculty should be determined in two ways. First, the assessment of the position (by a third party) and its importance to the College needs to be completed. Secondly, an increase to a person's salary should occur for longevity and additional education. A comparative salary study is being prepared by the system. Mr. Carl Diekhans will share the results of the comparative salary study when it is completed. Presidents Council will review the proposal and prepare questions for Dr. Heberer for the November 20, 2003 Presidents Council meeting. Proposal for Writing Center Director Dr. Betty Elliott shared a proposal received from Dr. Linda Uhlenkott requesting release time for Ms. Jan Kempster for one semester only (Spring 04) so that she can commit her full time to directing the Writing Center. There would be part-time coverage for the development courses. Presidents Council reviewed the numbers for the Writing Center usage and agreed that the numbers do support a full-time director. Liability Insurance for Vendors Making Deliveries Mr. Carl Diekhans reported that it is a Board of Regents policy that all vendors making deliveries to campus must have a $1 million liability policy. Budget Hearings Mr. Diekhans informed Presidents Council that Chancellor Jane Nichols will be scheduling meetings with GBC in January or February so that we present her our capital project and budget priorities. Four-ten Survey Mr. Diekhans presented the results of the four-ten survey and requested Presidents Council review the results. His office will email the results to all of GBC. He also recommended that the results be discussed at Administrative Council and Classified Council. Part-Time Salaries Mr. Diekhans reported that GBC has not spent fifty percent of part-time dollars yet this semester. Additionally, GBC has more money coming into the pool. Therefore, he is proposing that the full-time faculty overload be paid at $500 per credit. The salary increases in the new proposal would be an 8.3% raise for the low end, 6.1% raise for the mid-level, and 4.5% raise for the upper level. Dr. Daniels will take to Faculty Senate for their review. Institutional Reports Mr. Diekhans will be asking for help from appropriate people to assist in gathering data for upcoming institutional reports, which are usually requested with little time to prepare. He appreciates everyones cooperation in this matter. Employment Guidelines Ms. Lynn Mahlberg presented an update on the Employment Guidelines. Presidents Council reviewed. There was one suggestion to make it clear in the document that the affirmative action officer does not have more authority over the hiring committee. Ms. Mahlberg will bring back to Presidents Council for approval. Housing Coordinator Ms. Julie Byrnes voiced some concerns that if GBC requires that the Housing Coordinator live on-site, it could eliminate someone local who already owns a home or has a large family. Students would be coming to the coordinator at all hours if they lived on-site, creating the possibility of burn-out. The free-rent aspect could attract only those individuals interested in having a free place to live. Also, it would eliminate space for additional students. Ms. Byrnes recommended that the job description be changed to reflect that living on-site is a preference, and the candidate should be willing to respond at all hours. 2003/2004 Program Reviews Mr. Danny Gonzales reported that he has been conducting organizational meetings to prepare for the program reviews for 2003/2004. The seven programs being review in 2003/2004 are: Agriculture, Community Service/Continuing Education, Computer Office Technology, Developmental Education, Early Childhood Education, and Nursing. Miscellaneous Mr. Gonzales informed Presidents Council that Rotarys International Cuisine will be held at ɫ on March 10. Ms. Mahlberg reported that the Gear Up Days held for McDermitt and Owyhee was very successful. GBC was able to house the students overnight at the dorms. (139;< ( ?
