Strategic Planning Strategic planning marketing ideas are being sought. Dr. Killpatrick requested input, if other campuses are using a marketing tool for their strategic plan that works please let him know. Presidents Council can discuss the options and decide which one to pursue. Visual and Performing Arts Mr. Will Finn, a member of the Visual Art and Performing Arts club (VPAC), shared the clubs background and vision and presented a request to Presidents Council that GBC be a venue for an upcoming concert. He explained that this would provide youth a place to go for concerts that appeal to them, while in turn introducing them to the campus. GBC would become a hip place and therefore a more appealing choice for their higher education. VPACs goals are to book acts and provide a venue where the youthful music culture can flourish. The club is also interested in making GBC the place regionally for youth culture. Presidents Council would like to explore ways to sponsor VPACs next concert on April 18, 2004. One problem with GBC being a permanent venue is the high cost of the event insurance. Some possibilities were discussed. Mr. Carl Diekhans will schedule a meeting with legal council to come to Elko to discuss the issue and what our options would be regarding event insurance. U.C.C.S.N. Collaborative Efforts Presidents Council discussed their recommendations for changes to the U.C.C.S.N. Collaborative Efforts document. Dr. Betty Elliott will relay these suggestions to the Academic, Research, and Student Affairs Committee meeting during the March Board of Regents meeting. The goal of the Chancellor is to have agreement of the institutions on how to handle collaborative efforts and put it into the handbook. Some of the concerns discussed were: it has been to GBCs advantage to negotiate the best deal, and restricting whom we can build partnerships with would have negative implications. Also, when there is a partnership between in-state institutions, student records and financial aid information will remain at the institution where the student is enrolled for that semester. Additionally, the institution providing the instruction should receive the FTE for that semester. Presidents Council did not agree that the State College should be given right of 1st refusal Community College Conference Update Dr. Elliott provided an update on the Community College Conference. The planning committee is meeting once per week. She reported that financially, GBC will more than likely make money from the conference. The committee has ten vendors signed up who have paid $500 each. There has been tremendous support for Rudy Ruettiger his fee of $10,000 is almost covered from various donations from within the community. The committee has invited thirteen distinguished guests who were involved in the early development of community colleges in Nevada to speak at a special session History of Nevada Community Colleges on Saturday morning. Responses to the Travel Audit Mr. Carl Diekhans provided GBCs response to the travel audit recommendations. Some key points to mention are that GBC will be updating the travel request form to make it less confusing. GBC will take better care to ensure that travel should be conducted in the least expensive method available. GBC will also ensure that a supervisor not authorize their own expense report for payment. Mr. Diekhans will provide Presidents Council with a copy of the full audit at the next Presidents Council meeting. Packeteer Software (Monitoring & Managing Networks) Mr. Diekhans reported that inappropriate use of the internet is rising. The program that GBC uses to monitor internet usage is outdated and takes a large amount of man hours. Inappropriate use of the internet, such as video or audio downloading, slows down the entire system, making legitimate use unbearably slow. Some other institutions are using a program called Packateer to stop streaming video and audio. The program costs $25,000 plus maintenance and upgrades. GBC will eventually have to have something in place to regulate employee internet usage, as well as to regulate student usage in Spring/Summer when the dorms become available for students. Residency Ms. Lynn Mahlberg reported that the Residency issue will again be discussed at the next Board of Regents meeting, and there is still a list of unresolved items. She stated that the committee thus far has discussed and will recommend that a student must live in Nevada six months prior to registration to establish residency. Also, the statute of limitations should be established as three years from when a person makes a claim. The committee also discussed recommendations on where the refund money source should come from. One of the suggestions was the state Tort claim fund. Miscellaneous Ms. Mahlberg announced the Ms. Connie Eikenberry, GBC Computer Operations Manager, has accepted a position at UNLV and will be leaving at the end of March. Mr. Diekhans gave a handout from Follett explaining why textbooks are so expensive. It is a very informative brochure regarding key issues on textbook pricing, upcoming legislation, and bundling issues.
