Committee to Study Higher Ed Report Mr. Carl Diekhans reported that he attended a meeting of the Committee to Study Higher Education last week. A draft report from the National Center for Higher Education Management Systems (NCHEMS) consultant was presented and discussed at the meeting. Mr. Diekhans said that the report consists of a description of questions with statistics and demographics used as backup. Some of the recommendations from NCHEMS are a) limit enrollment of the universities and create a four-year capacity at baccalaureate teaching institutions by increasing university entrance qualification GPA from 2.5 to 2.75 in fall 2006 and to 3.0 in fall 2010; b) If UNLV is to emerge as a research university, it will have to become more selective and admit only students who are prepared for an academic institution that focuses on research; c) Nevada State College should accommodate the bulk of the growth in four-year enrollments; d) exported programs must have a benefit to all of the sites. A summary of consultant recommendations and items for committee consideration was distributed to Presidents Council. Mr. Diekhans recommended reviewing the documents so that GBC can prepare a response should the recommendations become bill drafts. Mr. Diekhans reported that there will be one more meeting in July to finalize the draft report. The main report will be routed to Presidents Council for their review. Mr. Diekhans will have media services make copies of the supporting information, and he will distribute to Presidents Council. GBC Committee Memberships Presidents Council discussed GBC Committee memberships and ways to possibly consolidate some committees. For instance, there is no need for Classified Council and faculty to each have their own Budget and Facilities committee. Mr. John Rice stated that faculty senates at other institutions that he has researched seem to be fairly small compared with GBCs faculty senate. Their faculty members serve on committees that make recommendations to their faculty senate. One concern that was mentioned was that GBCs College Council has members who are teaching faculty, which essentially gives them two forums to voice opinions and to vote. Faculty Senate and the College Council make recommendations to Presidents Council for approval. Presidents Council is the final authority. The membership of Presidents Council and the possibility that it may include too many members was discussed. Presidents Council will determine what committees fall under their area and prepare a list for discussion at the next meeting. Miscellaneous Mr. Rice distributed a Use and Regulation policy for the Theater and the Amphitheater for Presidents Council to review. He asked Presidents Council to review the document, particularly the fee schedule, to discuss and approve at the next meeting. Ms. Mahlberg announced that they have made an offer of employment for the Housing Coordinator. She will announce the name in a few days. A job offer will be presented later this week for the Computer Operations Manager position. The Business/Accounting instructor position has been offered to Beatrice Wallace from Montana. She has verbally accepted the offer.
