Approval of Minutes The minutes of the July 1, 2003, June 24, 2003, and June 16, 2003 were approved. 2. Strategic Planning Paul Killpatrick reported that the Winnemucca strategic planning session had thirteen people in attendance. Some suggestions were to provide training for the Getchel mine next year. They also indicated that the community needed more leadership training. 3. Academic Calendar Item deferred to next Presidents Council meeting. 4. Welcome Back Item deferred to next Presidents Council meeting. 5 Memo of Understanding with TMCC Item deferred to next Presidents Council meeting. 6. Notaries Item deferred to next Presidents Council meeting. 9. Comstock Magazine Advertisement Danny Gonzales reported that Comstock Magazine would like GBC to purchase advertisement space. Summer Ehrmann stated that her experience with the magazine was not good; in fact, the magazine has yet to put the Foundation article into the magazine. Presidents Council agreed that it would be best to collaborate with the convention center or ECEDA and do a quarter page ad. 10. Signage Danny Gonzales provided Presidents Council with design concepts for the signs going in front of the Childcare Center and the Heritage Center. GBC has asked NYTC to provide an estimate to assemble the brickwork. 11. Explanation of Benefits Lucina Lewis provided Presidents Council with an overview of the new State of Nevada Public Employees Benefits Program for 2003/2004. She reviewed the new rates and deductibles. She explained that because of the rate increases, there are employees who do not cover dependents. The new tiered plan allows an employee to choose the deductible. Although the deductibles are high, the family would be covered in case of a catastrophic event. She clarified that dependents still would be able to get insurance coverage without meeting the deductibles, using the co-pays and the new wellness program. Paul Killpatrick suggested that Lucina provide benefits information as an in-service during the Welcome Back activities. 12. Grants Update Jeanne Rosenthal provided an update on grant activities. She has estimated a budget of $43,000 for the 2004 Great Basin Festival. She reported that the National Endowment for the Arts could reasonably supply half of that budget, and with other funding sources that we have already been receiving, she estimates that GBC would only have to come up with $5,000 from private corporate foundations. The themes for the 2004 Festival will probably be either a Chinese emphasis or a workforce theme in terms of ethnicities. Jeanne reported that for this years Festival, we have received $2,250 from the Nevada Arts Council. We have received $4,000 from the Nevada Commission on Tourism and $1,000 from the Elko County Recreation Board. Jeanne reported that we should be notified in August whether GBC has been invited to submit a proposal for the NSF grant. However, we can still submit a proposal if we are not invited. Frank Daniels will be attending a workshop in Washington D.C. to prepare for and strengthen our proposal. Jeanne reviewed a list of grants received by GBC for fiscal year 2002/2003 and grants awaiting official notification. She stated that once the budget has been approved by the legislature, GBC would be receiving the Nevada Early Childhood Education Comprehensive grant for approximately $105,000. GBC should be notified sometime in August whether we will receive the HRSA Nursing Career Ladder grant. Jeanne discussed suggestions provided by Vince Norrelli regarding the comments made by the Upward Bound Grant reviewers about GBCs proposal. Overall, he felt our proposal was a strong. He indicated that we needed to engage the high school counselors sooner. He also recommended that we be more specific about the types of assessment tests that would be used when the students come into the program and how those students would be tracked throughout the program. 13. City of Elko/UNLV Presentation Dennis Crooks of the City of Elko and Jane Pickney, a UNLV graduate student in landscape architectural design, presented their concepts and ideas on expanding ɫ to outlying areas and tying the College to other areas of the community. Also discussed was the idea of creating a college service center. 14.
