J k (( GREAT BASIN COLLEGE PRESIDENTS COUNCIL January 7, 2005 PRESENT: Paul Killpatrick, Carl Diekhans, Lynn Mahlberg, Mike McFarlane, John Rice, Danny Gonzales, Kathy Schwandt ABSENT: Summer Ehrmann, Erik Seastedt Approval of Minutes The minutes of the Presidents Council meeting on December 14, 2005 were approved. Status of Registration Lynn Mahlberg gave an update on the current enrollment. The enrollment is less than the same time period last spring. As of yesterday the FTE was 854 compared with 990 a year ago. Student Central has been making phone calls and the feedback they are getting is that the students just havent gotten around to registering. A concern was expressed with the NEAT bus schedule conflicting with the classes they want to take. John Rice will contact the NEAT people to what their schedule is. We should see enrollments increasing next week. She stated that everything is being done to increase enrollments. We are conducting a fax campaign to businesses belonging to Chamber of Commerce directing questions to Admissions and Records. The student-to-student calls will continue. She will give a full report at the end of January. John Rice said that there are three new radio spots in rotation. The three spots will have a different focus: 1) this is the year you promise to complete your degree and lists our programs; 2) addresses the internet classes exclusively; and 3) a continuing education and lifelong learning advertisement. We will also be on Elko Live this Monday. The next College News will feature the alternate schedule. Department Chairs have until January 19 to submit new classes so that we can promote them at Saturdays open house. Talking Points about FTE Paul Killpatrick said that he would like to have a session to discuss GBCs low enrollment during in-service. We want to have input from the attendees about what can be done to increase enrollments and the implications if we dont. Class maximums seem to be a problem. Mike McFarlane said on-line classes are 70% to 80% full. We should double the class maximum for on-line classes and split the class if necessary. With enrollments down, Mike has a list of general education classes that are full with no additional sections being offered. He said that faculty may have a full workload with credits but not with enrollment. Mike has been working on guidelines for the organization structure, workload, class caps and scheduling. Workload and Organization Structure Mike McFarlane reported that we are still making minor changes to the workload policy in the advising area. Faculty should be advising 20 students. Incentives for any outside work such as publishing a paper will be considered in a different document. One of the problems is that the Board of Regents say a workload is 14 to 16 instructional units, whereas we were saying if someone was teaching 9 credits with a large enrollment that would be a full workload. Presidents Council discussed building course development into the policy so that we are always building our schedule. Mike indicated that accountability for course development should part of the job description for department chairs and deans. Scheduling conflicts are a problem with certain time slots and must be addressed. Garry Heberer will be asked to attend the next Presidents Council meeting to address how ClassTracks can be used to determine conflicts. Mike reported the dean position is being advertised and there have been some inquires locally and out of state. Sessions will be scheduled during in-service that will address the academic affairs reorganization. 5. Legislative Audit Update Carl Diekhans reported that two audits have been conducted on the capital constructions projects system wide. GBC was not included in this audit because we dont do much work without Public Works involvement. Another audit was on the administrative costs and host accounts. GBCs FTE grew 8% and administrative costs increased by 31%. Our increase in costs was partially due to additional baccalaureate degrees now being offered. Another highlighted item was salaries outside the established schedule. All of the institutions have positions being paid beyond the salary limits of the BORs approved salary schedule. The State could decide not to fund the difference and reduce our budget accordingly. Carl reported that no other state agency pays above the salary limits. Another budget meeting is scheduled for February, and we will have to address these issues then. One other concern of the legislature is excessive hosting of employees. GBCs hosting increased by 24% from 1999 to 2003. The system in comparison went down. Ten recommendations are to be addressed at the February meeting. The legislative committee is not clear about UCCSNs workload and overload issues. 6. Recruitment Update Lynn Mahlberg reported that Student Services is reorganizing due in part by the resignation of Shane Ridley Stevens. Tammy Staley will be the Recruitment Coordinator for spring. Katie Kelly will assist with recruitment in the high schools on an as needed basis. The Career Center and Human Resources will help pick up the slack, and Academic Affairs allowed their student worker, Brandis Senecal, to input the recruitment cards into the system. We will do an institutional assessment at the end of the semester to assess if we want to continue with this structure. 7. High School Counselor/Principal Luncheon Lynn Mahlberg reported that GBC has invited high school counselors and principals to two days of luncheons. Yesterday, we hosted Carlin and Elko High School and today we are hosting Spring Creek, Wells and Owyhee. GBC provided information about the new programs, College Goal Sunday, recruitment, intercollegiate sports, student health center, student housing, and the Academic Success Center. Tammy Staley was introduced as the new Recruitment Coordinator, and Anna Kincaid was introduced as the new Tech Prep Coordinator. Gary Avent talked about the Library. 8. Leave Tracking Deferred to the next meeting. 9. Support for the Tsunami Victims Deferred to the next meeting. 10. Miscellaneous February 14 is the deadline for faculty being paid above the maximum salary to get their policy for a salary increase to Dr. Killpatrick for approval. With the possibility that the System will no longer fund the difference, it will be important for the Compensation and Benefits committee to establish a policy. Dr. Killpatrick reported that the Mountain States Association of Community Colleges had their winter meeting in Phoenix on January 2 4, 2005. Danny Gonzales gave a presentation on two year colleges offering bachelor degrees, which was well received. The summer meeting will be held on August 4-6, 2005 in Elko. Dr. Killpatrick will be the chair of the association until after the summer meeting. Dr. Killpatrick reminded Presidents Council that they should attend the Foundation Retreat on January 22 in Caf X.
