Strategic Planning Dr. Cliff Ferry reported that this week a draft of GBCs objectives will be circulated. Dr. Ferry is meeting with individuals to get their feedback. Letter of Appointment with Benefits Ms. Linda Carter reported to Presidents Council that GBC is out of compliance when we have a person on a contract without benefits for more than one year. GBC currently has four people on a letter of appointment without benefits that have been doing this for over a year. Ms. Carter stated that in Title IV, Chapter 3 of the Handbook states that we can use an LOB for one semester or two, but no more that twelve months. GBC should not continue having people waive benefits when they are need to work more than twelve consecutive months, or more than part-time. If the need is there, we should consider another full-time or half-time position on a B contract, or hiring more part time people. The combined FTE is what we are looking at FTE must not exceed 50%. 4-10s Survey Responses Dr. Betty Elliott reported that the results of the 4-10 survey has been discussed in a number of forums. Administrative Council was unable to recommend a specific proposal to Presidents Council for their approval. Dr. Elliott recommended the GBC campus go to a 7:00 a.m. to 3:30 p.m. shift, Monday through Friday during the summer hours. Presidents Council approved. The 2004 summer work schedule will begin June 1, 2004. Criminal Justice Survey Dr. Cliff Ferry provided a copy of the final Criminal Justice Interest Survey to Presidents Council and reported that the interest in obtaining a degree in Criminal Justice is high. Generally, those interested in the program would prefer evening classes or on weekends. There has been only one applicant for the Sociology/Social Work position. Based on the results of the survey, Presidents Council discussed the need for a criminal justice instructor to take care of the program. Dr. Elliott will discuss with Dr. Jack Smith the importance of resurrecting the CRJ position. Battle Mountain High School Rodeo Request Dr. Elliott presented a request from the Battle Mountain High School Rodeo Club asking for sponsor for their upcoming rodeo on June 17 20, 2004. Presidents Council agreed to sponsor a buckle, which includes a quarter page advertisement, which we will use to promote our Agriculture program. Loans to Purchase Personal Computers Mr. Carl Diekhans presented a copy of the policy for Loans to Purchase Personal Computers that will be put into GBCs Policy and Procedure Guide. Highlights of the policy are that all full-time professional and classified GBC personnel are eligible; the maximum amount to borrow is $2,400; it is on a first come first serve basis; and loan is not to exceed 24 months and is paid back by payroll deduction in equal monthly payments. Presidents Council approved the policy. Distribution of Equipment Dollars Mr. Carl Diekhans reported that we are starting to total up the dollars available in the general improvement fund and the technology fees for equipment requests. One of the stipulations to equipment requests this year is the request must benefit students. The general improvement fees can fund equipment for other departments, but also must benefit the students. Carl estimated that we will probably have $200,000 to dispense for equipment. Justification for part-time Security Officer for this Semester Mr. Diekhans provided for information purposes only that there is a shortage this semester in the security department. Mr. Diekhans stated that it is likely that we can find someone in the Posse to work part-time this semester as a security officer. Presidents Council agreed that Mr. Diekhans should investigate part-time dollars, and see if a qualified person can be found to fill the void for this semester. He will bring the issue back to Presidents Council. Press Releases to the Webmaster Presidents Council recommended that the approved press releases be forwarded to Sean Thompson by John Rice, so that Mr. Thompson can put them on GBCs web page. Fee Waiver for Contracted Instructors Mr. Diekhans reported that GBC policy states that a part-time instructor who teaches one or two classes in a semester is eligible for a fee waiver to take a three-credit class the following semester. Mr. Diekhans requested that contracted instructors have the same benefit, and that he or Ms. Lynn Mahlberg have approval authority on a case by case basis. Presidents Council recommended reviewing Board policy first to ensure conformity. Residency Issue For information purposes only, Ms. Lynn Mahlberg provided copies of GBCs response to the residency issue request from the Chancellor. Her office is still working on the residency information requested for Friday, January 23, 2004. GBC Career Fair For information purposes only, Ms. Mahlberg provided information on the Career Fair to be held on April 7, 2004, in the Fitness Center. Miscellaneous Linda Carter requested to extend the end date on the job vacancies at GBC on highered jobs.com. Presidents Council approved to extend the date through the end of February. The Winnemucca Open House held on Friday, January 23, 2004 was a great success thanks to Heather Estes. There was a good turnout from the community, faculty, and students. Mr. Gonzales reported enrollments are at 1,315 FTE, compared to 1,210 FTE for last year. Mr. Gonzales stated that he has requested liability insurance from Rotary for the Taste of Elko event being held on campus in conjunction with West Side Story. He expects between $10,000 to $11,000 dollars to be raised as student scholarships to be awarded by Rotary and GBC.
