Carl Diekhans, Lynn Mahlberg, Danny Gonzales, Summer Ehrmann, Frank Daniels, (Betty Elliott in Wyoming reviewing an Ag Program) Approval of Minutes The minutes of the Presidents Council meeting on December 30, 2003 were approved. Strategic Planning No report. Grant Update Ms. Jeannie Rosenthal provided a grant summary update. GBC is awaiting notification on the following grants: National Science Foundation (NSF) Teacher Professional Continuum funding to research/establish secondary education programs - $1,026,406 for five years National Endowment for the Arts (NEA) 2004 Great Basin Festival - $25,000 Fund for the Improvement for Postsecondary Education (FIPSE) Leadership Institute for Community Colleges Seeing to Offer Bachelor Degree Programs - $318,936 for three years Nursing Career Ladder Program (HRSA) BSN Degree Program - $528,731 for three years USA Funds UCCSN College Goal Sunday Planning Project - $4,265 TRIO: Upward Bound program - $1,304,922 for five years Title III: Strengthening Institution Student Learning Center, Faculty Development, Enhanced IAV rooms - $1,825,000 for five years Ms. Rosenthal stated that there is a FEMA grant due in March that the state of Nevada would apply for. GBC would be the point of contact should there be a community disaster. She has been working with Ms. Pat Anderson on this grant opportunity. Class Sizes Dr. Killpatrick stated that larger class sizes and reduced sections would result in more money to fund the part-timers. Dr. Killpatrick will attend the next Compensations and Benefits meeting on January 23, 2004 where they will be reviewing class-sizes. Regents Awards Presidents Council discussed the lost opportunity of nominating a distinguished faculty for the Regents Teacher Award. The winner receives a monetary award of $5,000, and GBC faculty members have been the recipient of the award many times in the past. Presidents Council recommended forming a nominating committee to handle the nominating process to ensure that GBC has a nomination for next year. Danny Gonzales office will provide the support for the committee. Student Fees Ms. Lynn Mahlberg reported that her office is preparing the necessary documents to submit to the Board of Regents for the March meeting on new and revised student fees. GBC will be requesting that our admission fee be raised from $5 to $10, and delete the $5 identification card fee. There will no longer be a transcript fee charged for transcript copies. The Student Government Association has approved these changes. Wait List Ms. Mahlberg reported there have been discussions at Administrative Council and with department chairs about aligning GBCs Wait List Policy with other institutions. The recommendation is to maintain the wait lists up to the start of classes, and then inform students that the wait lists are void as of the first day of instruction each semester. If students still want to get into the full class, they can report to the first class meeting and the instructor has the authority to allow them into the course or not. This suggested policy is similar to the policies of other colleges and universities around the country. Presidents Council agreed that the wait list policy should be aligned with what other institutions are using. Ms. Julie Baumann will prepare a written policy to present to Presidents Council for their approval. Request for Information for Regents Review Ms. Mahlberg reported that at every Board of Regents meeting GBC has been requested to provide a small story for the News Corner and provide information on a larger story to be printed in the Regents Journal. Presidents Council suggested for the smaller story to discuss our progress on our strategic plan. For the larger story, talk about the Northern Plan and highlight GBCs programs that were not mentioned in the Northern Plan. Danny Gonzales will provide the system office with the stories. Miscellaneous Dr. Killpatrick attended the Mountain States Association Winter meeting in Yuma, Arizona last week. He reported that he will be the president of MSA starting July 2005. The Mountain States Associations annual meeting will be held in Elko in July 2005. Arrangements are being made for GBC to host a legislative breakfast to be held on campus sometime in February. It will give GBC an opportunity to bring our elected officials up-to-date on our college initiatives.
