Strategic Planning No report. Grant Update Ms. Jeannie Rosenthal reported to Presidents Council that GBC did not receive the National Science Foundation Grant. The grant was very competitive with over 200 proposals submitted. The evaluators seemed to be more interested in research rather than curriculum reform. Ms. Rosenthal also reported that GBC was not invited to present a final proposal to the Fund for the Improvement of Post Secondary Education (FIPSE). Presidents Council gave its approval for Ms. Rosenthal to pursue a grant opportunity with the National Endowment of the Arts and the US Forest Service to support the Great Basin Festival. The grant requires a 1 to 1 match. Presidents Council would prefer an in-kind match. The proposal is due on March 1, 2004. Ms. Rosenthal will also be forming a committee to determine the feasibility of supporting an Independent/Foreign Film Series. The films will not compete with local theaters, and will be available for viewing during the summer film series. Presidents Council recommended that it be held during the regular school year to involve more students. The Miles for Smiles bus has an electrical plug-in at Griswold Hall. They have requested electrical plug-ins for the Winnemucca, Battle Mountain, and Ely campuses. Mr. Carl Diekhans will check the availability of electrical plug-ins at the campuses, and notify Ms. Terri Clark Project Manager of the Miles for Smiles program. Library Need for Equipment for Visually Impaired Dr. Betty Elliott reported that the library has received three requests for equipment for the visually impaired. Ms. Lynn Mahlberg reported that an Accommodations Committee is in the process of being formed and will be taken to Administrative Council this week. The Accommodations Committee will be put on the next Presidents Council Agenda for approval. Community College Conference Dr. Betty Elliott gave a brief update to Presidents Council about the planning of the Community College Conference to be held at GBC on April 16 and 17, 2004. The committee has raised $9,100 to fund the guest speaker, Rudy Ruettiger. For GBC faculty and staff, who wish to register for the conference, please contact Dorinda Friez at 753-2202. Proposal to Expand Welding/Diesel Building Ms. Pat Anderson presented a proposal to expand the Welding/Diesel building for the accommodation of students and because of safety concerns. The proposal has already been approved by Faculty Senate. Mr. Diekhans stated that it is unlikely that the expansion would be approved by the System anywhere in the near future. However, Presidents Council approved Mr. Diekhans to contact Lombard-Conrad, who is the architect for the new Electrical Industrial Technology Building, to prepare a preliminary estimate for the Welding/Diesel building. LCB Visit Mr. Diekhans reported that the Legislative Council Bureau will be coming to GBC to tour our campuses sometime in the near future. Presidents Council will have to be available to accommodate the LCB. A list of potential dates was distributed, and the best dates will be chosen. Distribution of Fees Mr. Diekhans provided information on the distribution of student fees. He stated that lower division fees will increase $1.75 per credit. The distribution of the $1.75 was proposed to be: student access - $.75; state general fund - $.50; capital improvement fund - $.25; and general improvement fund - $.25. The upper division fees will increase $4.50 per credit. The distribution of the $4.50 was proposed to be: student access - $2.25; state general fund - $1.00; capital improvement fund - $.50; general improvement fund - $.50; and student support services - $.25. This distribution of fees will need to be approved by the Board of Regents. Scholarships Ms. Lynn Mahlberg asked Presidents Council to approve four, 3-credit classes. One class will be included as part of a silent auction package for the Foundation Dinner Dance. The three remaining classes are for ABE/ESL (1-Elko, 1-Winnemucca, 1-Battle Mountain). Mr. Diekhans stated that funding for these scholarships would have to come out of a support services account. Presidents Council approved. Miscellaneous Ms. Mahlberg stated that any changes to the catalog needed to be in today. The Assessment Committee and department chairs have been working with faculty to include student outcomes in the catalog. Ms. Summer Ehrmann that the Student Government Association will be donating $250 for an auction package for the Foundation Dinner Dance. Presidents Council will personally match SGAs contribution of $250. Ms. Ehrmann reported that the Foundation has already received $21,560 in donations for this years event. She reported that the art department has wholeheartedly supported the event with a donation of 36 pieces of artwork to be auctioned. The Foundation Dinner Dance will be held on February 28, 2004. The Vagina Monologues raised almost $1,000 for the Committee against Domestic Violence. A meeting was held last week with the Elko City Council, National Guard, and GBC administrators to discuss the relocation of the National Guard Armory.
