Strategic Planning No report. Northern Nevada Strategic Planning Report Dr. Paul Killpatrick reported that UNR President John Lilley expressed concerns that he has not received feedback from any of the community colleges on the Northern Nevada Strategic Plan. The Northern Planning Council consists of the Vice Presidents of Nevada State College, Western Nevada Community College, ɫ, UNR, Desert Research Institute, and Truckee Meadows Community College. There was consensus among Presidents Council that the report favors UNR, and gives UNR and Nevada State College preference over the entire state, even though Nevada State College does not have the resources to provide the programs that ɫ already has established. Presidents Council discussed the report and recommended the following changes. Faculty compensation differs among the institutions and will remain that way. The statement on page 5, regarding faculty compensation being a challenge because of the differing schedules, should be removed. There is unfair preference given to UNR to provide four-year programs to northern Nevada, followed by NSC. As stated on page 4, if the four-year programs are not part of UNRs strategic priorities, then the programs may be offered by NSC in cooperation with GBC, TMCC, and WNCC, with UNR given the opportunity to review such agreements. All of GBCs bachelor programs need to be included on page 8. Under Current Programs on page 9, the report goes into detail about UNR and NSC offering four-year programs that lead to teacher certification, the partnerships that they share with other community colleges, while understating GBCs programs. We would like to see more emphasis on our elementary education program, the social work program, the surveying program, and the secondary education program. Under Planning Needs on page 10, the first paragraph mentions, a key point for further planning is the division of labor between UNR and NSC for offering baccalaureate programs to remote areas. . ., and does not mention GBCs role in already establishing and offering baccalaureate programs in the remote areas. Under Current Programs on page 11, UNRs BSN program is mentioned in detail and GBCs nursing program is not mentioned at all. Presidents Council feels that the report is slanted towards UNR, and everything that the other institutions are doing is minimized. The report does not address healthy competition. Dr. Killpatrick will discuss GBCs recommendations with Dr. Lilley. Vagina Monologues Dedication Dr. Killpatrick will met with the Memorial Committee to request a tree be planted at the High Tech Center in memory of Naomi Guenther, an Early Literacy Regional Coordinator with the Northern Nevada Regional Professional Development Center. Naomi was a victim of domestic violence and was tragically murdered. Dr. Killpatrick has also requested that the Vagina Monologues be dedicated to her memory. Gift of Fear With the death of Naomi Guenther, Dr. Killpatrick acknowledged that domestic violence is a serious problem in our community and wants to take a proactive role in our community in educating and training students and employees that there are steps that can be taken to prevent domestic violence and violence in the workplace. The Gift of Fear addresses domestic violence, workplace violence, and assessment of threats. We can us this book as a training method to let students/employees know that there are options for them. Eventually, Dr. Killpatrick wants to see training at the state level, not only for higher education, but K-12, as well. Dr. Killpatrick has requested that Vice President Mahlberg bring this issue forward at the next system meeting of Vice Presidents of Student Services to gain support within the system. Domestic violence is not normal, and can be broken. The Gift of Fear website ( HYPERLINK "http://www.gdbinc.com" www.gdbinc.com) is a comprehensive website that has a link to the MOSAIC Threat Assessment System. The MOSAIC is used by many law enforcement agencies. In spring or fall, GBC may do an in-service activity about threat assessment. Finalize Budget Meeting Mr. Carl Diekhans reported that some things that would be discussed in the budget meeting with the Chancellor on January 6, 2004 will be cost of living raises, funding for the BSN and additional security needs. He stated that GBC has to determine some long-range budget needs. Presidents Council discussed the need for more distance education rooms in Winnemucca and Ely. They also discussed a library expansion, a fine arts classroom building, and a vocational shop in Winnemucca. A meeting with Presidents Council will be scheduled for January 5 to formalize our requests. Mountain States Salary Survey Mr. Diekhans provided Presidents Council with the Mountain States Associations Salary Survey. The survey has approximately forty reporting institutions from the Mountain States regions and gives confidential salary information from positions ranging from presidents to custodians. ɫ ranks average to above average in most categories Miscellaneous Dr. Frank Daniels will be compiling a condensed version of the 1,000 page report of the Allegations and Documentation against Dr. Ron Remington and John Cummings. The Compensation and Benefits committee will be a meeting in January to finish working on the details of the Faculty Workload issues. Dr. Killpatrick would like to see larger classes (possibly 50 or 60 students) in subjects such as history and social studies to some other classes, which sometimes have only 10 students. Presidents Council will discuss this at the next Presidents Council meeting.
