Strategic Planning Danny Gonzales presented a proposed Strategic Planning timeline, work plan, and action plan prepared by Cliff Ferry, who will be helping to put together the Strategic Plan to be completed by June 1, 2004 in time to present to the Board of Regents that June. His estimated cost to prepare the report will be $12,500. The procedure involves meeting with Administrative Services, the Foundation, Student Services, and Instruction, and to bring together the key concepts and ideas that were generated from the community forums that GBC had last spring. He would also meet with all of the Vice Presidents and others at the college. The GBC Self-Study and Academic Master Plan will be incorporated into the Strategic Plan. Presidents Council recommended approval of the plan and to prepare a contract for Cliff Ferry so he may begin work on the Strategic Plan. List of Changes to Bylaws Classified Council Bylaw changes were approved by Presidents Council. Part Time Salaries Carl Diekhans reported that the part time salaries will have a 2 percent raise in January. The average amount will be $12 - $20 per credit. Mr. Gonzales will project how much we will spend in LOAs for part time instructors this year, with the recommendation that we spend less then 50% this semester to accommodate for the increases in January. Mr. Diekhans reported that Chancellor Nichols is in favor of increasing the part time salaries to a more acceptable level. Dr. Elliott and Mr. Diekhans will see how we can phase into a 1 step salary schedule, as recommended by the System. Northwest Association of Colleges & Universities Dr. Betty Elliott announced that there has been a separation of the K-12 and higher education within Northwest Association of Colleges & Universities. There will be no impact on GBC and our accreditation. Faculty Senate Request for Host Account  Dr. Frank Daniels reported that Faculty Senate is requesting $20 per meeting for refreshments for the Faculty Senate meetings. Mr. Diekhans stated that the guidelines for host accounts have become less stringent, and we can host ourselves in meetings. Dr. Killpatrick requested that the item be deferred until Mr. Diekhans can prepare the rules and regulations that need to be followed regarding host accounts. Request from Cortez/Placer Dome Dr. Elliott reported that GBC has received a request from Cortez/Placer Dome to conduct a sustainability study and write the report. Cortez/Placer Dome is concerned about the economic impact that is caused when a mine is closed. They want to conduct a study on how they can contribute to a community once the mine is closed. Dr. Elliott spoke with Eric Bateman about the possibility of writing the report. Mr. Bateman should be able to take on this project as part of his workload. Presidents Council agreed that this would be a good arrangement. FFA Foundation Possible Source for Grant Dr. Elliott wanted to mention for public awareness that Spring Creek High School and Elko High School have approached Stan Popeck and Gary Sundseth with a proposal that they write some grants for FFA projects in the amount of $80,000. It would involve putting a building on campus. Presidents Council recommended that Mr. Diekhans, the Foundation, and the Facilities Committee be involved in this process. ClassTracks Dr. Elliott reported that the demonstration of ClassTracks was well received. The price to purchase ClassTracks is $12,000 and $2,000 per year for updates and maintenance. Dr. Elliott recommended that GBC purchase ClassTracks from the good feedback that was received from the demonstration. Presidents Council agreed to the recommendation to purchase ClassTracks. Ad Hoc Admin. Member to Comp and Benefits Committee Dr. Elliott requested that Mr. Diekhans be added as an Ex Officio member of the Comp and Benefits Committee. Mr. Gonzales seconded the motion. Bookstore Mr. Diekhans reported that there have been some minor problems and complaints with Follet. Mr. Diekhans reported that the off campus students who would pay for their textbooks on the website with a credit card were being told that they must pick their books up at the bookstore, providing an unnecessary hardship. The website has been changed to state that the student can pick up their books at the center closest to the student. Another problem encountered this semester was that students had an option of choosing new or used textbooks for new textbooks used for the first time in a class. Since the textbook is being introduced for the first time, the used option should not have been a choice. This problem has been corrected for next semester. Mr. Diekhans reported that Follet has been easy to work with and interested in fixing any problems as they arise. Mr. Gonzales reported that all incidents/problems at the sites are being documented. In answer to a concern of Mr. Gonzales regarding the feeling that the off campuses did not have an input into the decision to go with Follet, Mr. Diekhans stated that he had recommended that GBC stay with Barnes and Noble; however, the System Office required it to go out for bid. Follet gave GBC a better bid, consequently, GBC was obligated to go with Follet. Mr. Diekhans reported that textbooks can be sent to the campuses and a home address, but only with a physical address. Natural History Room Mr. Diekhans informed Presidents Council that Dr. Mike McFarlane has requested use of a room in Griswold Hall to use as a temporary place to display natural history items. Mr. Diekhans reported that there may be a room available that would be adequate for display cases and big enough for elementary students to tour. Dr. Killpatrick expressed concern that providing a room as a display area could inhibit the growth of student activities in Griswold Hall. Presidents Council will tour the facility later today to access whether the room will be adequate and will make a decision at the next Presidents Council meeting. Student Worker Funding for Fitness Center Item deferred to the next Presidents Council meeting. Education Commission of the State Case Study Mr. Gonzales reported that GBC has been involved with a number of case studies and round tables for the Education Commission of the State. This case study is looking at how community colleges are contributing to teacher preparation in the country. Dr. Chris Chairsell and other representatives of the Education Commission would like to visit GBC and film some of the people involved in developing and administering the Elementary Education program. They will be on campus on October 20, 2003. Governor Guinns Visit to Campus Mr. Gonzales provided Presidents Council with an agenda for Governor Guinns visit to campus on August 27, 2003. The Governor will be given a brief tour of the campus at 4 p.m. A reception, hosted by the Student Government Association and Phi Beta Lambda, will follow in the Solarium honoring Governor Guinns commitment to higher education and support of access to higher education in rural Nevada. Virtual Tours of Elko/Chamber Initiative Mr. Gonzales reported that the Elko Chamber of Commerce will be creating a virtual tour video available on-line for visitors that GBC could use for recruitment. Academic Calendar Dr. Frank Daniels provided the Academic Calendar approved by Faculty Senate. The calendar has 172 working days, and is now like the other community colleges in Nevada. Dr. Killpatrick requested that the System Human Resource department review the calendar to ensure it meets all legal requirements. Institutional Memberships Mardell Wilkins distributed a spreadsheet about GBCs institutional memberships. Presidents Council will review and make recommendations at the next Presidents Council meeting. Miscellaneous Mr. Diekhans provided Presidents Council with information on formulas and ratios that GBCs fulltime positions are based on. This year, GBC is funded at 84.5% at 60/40. It would take 23.67 FTE in a High Cost Lower Division area to produce 1 full time faculty. It would take 41.42 FTE in a Medium Cost Lower Division area to produce 1 full time faculty. It would take 45.36 FTE in a Low Cost Lower Division area to produce 1 full time faculty. It would take 14.2 FTE in a High Cost Upper Division area to product 1 full time faculty. It would take 18.93 FTE in a Medium Cost Upper Division area to produce 1 full time faculty. It would take 26.04 FTE in a Low Cost Upper Division area to produce 1 full time faculty. Mr. Diekhans is available to meet with department chairs to explain how these formulas and ratios work. The Compensation and Benefits Committee will be provided this information to use in workload discussions. Dr. Chris Chairsell will be on campus on October 1, 2003 at 2 p.m. for an open forum in the Solarium. Dr. Killpatrick is hopeful that the faculty will be very clear about GBCs mission and the value in baccalaureate degrees. He hopes that the discussions are candid on what they feel is the mission and value of GBC in serving the rural areas in Northeastern Nevada. Dr. Killpatrick reported that Chancellor Jane Nichols will be on campus on September 12, 2003. Mr. Gonzales reported that the dedication of the Dorothy S. Gallagher Health Sciences building and the addition of the Child and Family Center The House that Tom and Jack Built will be held on Friday, August 28, 2003. Presidents Council recommended Jeff Cox will be our Information Technology Officer. Mr. Diekhans will inform the System Computing Office. Dr. Killpatrick reported that he attended the Nevada Economic Forum held in Las Vegas last week hosted by the Lt. Governor. One of the focuses of the forum was alternate energy sources. He stated that in ten years, ten percent of energy sources in Nevada will be required to come from alternative sources. Solar, geothermal, and wind power were some alternative sources discussed. This will provide an opportunity for GBC to play a role in training at the technician level, and possibly providing bachelor degrees in these areas. GBC has purchased four tickets for balloon rides at the Ruby Mountain Balloon Festival. Presidents Council would like to have a drawing for one winner for Classified Council, Faculty Senate, Administrative Council, and Students. Mr. Diekhans recommended to Presidents Council that GBC establish a policy for usage of the facilities. The man-hours that it takes and the wear and tear on the facilities necessitates that a policy should be created.
