Equipment Request List Approval Amber Donnelli presented the equipment request list that the budget and facilities committee is recommending. They had $420,000 to distribute. The GBC Foundation contributed $20,000. The requests doubled because of the amount. It is a difficult process determining what programs get money. The committee looked at who did not receive equipment money the prior year. Next years equipment requests will have to have the department strategic plan attached. The money comes from tech fees, general improvement fee and foundation money. Presidents Council approved the list. We can proceed as normal until we know more about the budget. This years process was more organized. Windows 7 Discount Opportunity Jeff Cox was recently contacted by Microsoft about a campus agreement for home use of their product at a reduced price. Jeff and John Rice will check with John Albrecht regarding any conflicts with existing vendors. The way we are doing it now is that the college has 260 copies that can be purchased from the Controllers Office. Policies for Review/Approval 3.30 Grants: Development and Implementation There were only title changes. There is another grant procedure that is being revised. Presidents Council approved the policy with the changes. 4.2 Budgets Since the fees change frequently the fee section has been taken out. Presidents Council approved the policy. 4.9 Travel NSHE update the travel policy in January 2009. The person responsible for reviewing the policy did not relay the change. The meal time frames changed and the day trips of 75 miles or less one way are not entitled to meals, but entitled to mileage. The meal time changes and changed to the mileage for day trips and meals have been changed to match NSHE code. Presidents Council accepted the policy with those changes. Faculty Senate Update Frank Daniels spoke with Lori Gilbert on the radio about the potential budget cuts. He tried to be positive and indicated that we dont know what we will need to cut. Classified Council Update Shirley Jones reported that she served on a system wide ad hoc committee consisting of all the classified council chairs to review the pros and cons of being a classified state employee versus being an NSHE staff employee. Shirley talked to John Albrecht and Lucina Lewis. She reported back to her committee that it was her opinion that it was bad timing to be starting something like this. Shirley will recommend tomorrow that GBC does not want to be involved with this. Shirley will communicate this to the GBC Classified Council at their next meeting in February. In here opinion it is a momentous task that is not appropriate at this time. SGA Update Paulette Batayola reported she emailed a letter to all the legislators urging support of higher education which was very well received. She has been working with the Nevada Student Alliance on a letter from all students. Crystal Abba will be here to attend Fridays SGA meeting to discuss tuition and fees for the next biennium. SGA hosted a State of state wake last night. Tonight there is a root beer pong at 7:00 pm. UNLV students have planned a walk out today at 2:00 p.m. Community members and faculty have been invited. GBC Outage Plan John Rice reported that last fall Pahrump experienced a catastrophic outage that warranted attention. It was determined there was a communications gap in regard to system outages. A committee was formed to address the issue. From the meetings of the committee a progressive document has been created laying out notification procedures should something like this happen again. All site directors were also involved in the development of the process. Outage discovery, monitoring, and repairing outages during non working hours are addressed in the policy. There is a documentation section and action plan. John said that most of the branches had some systems in place that were integrated into policy. This policy is now being used. As our technology improves so will the notification of students. Susanna encouraged the contact people to keep a copy of the document at home. She will forward the document with the passwords. Miscellaneous Mike McFarlane reported on the State of the State last night. Additionally, there is a Council of Presidents meeting this morning and a Budget Taskforce meeting tomorrow at 1:00 p.m. There is a Special Legislative Session scheduled for February 23. Next week Mike will be attending the Northwest Commission on Colleges and Universities meeting in Seattle. The focus is on the new standards for accreditation. After the accreditation conference, Mike and two faculty members will then attend the General Education Assessment Conference. Mike wanted to make sure that everyone knows that the newspapers are reported scenarios that would address the budget shortfall. These are just scenarios to show the potential impact of the budget cuts. We dont know what reductions will be made until after the Special Session and the Board of Regents meeting on March 3-4, 2010. Mardell Wilkins reported that the Presidents Award Ceremony is scheduled for April 30, 2010 at 2:00 p.m. in the GBC Theater. The ceremony will be strictly a student awards ceremony. All of the employee recognition that was done in the past during this ceremony will be conducted in another ceremony to be scheduled in the fall. John Rice reported that the system office had requested letters from all of the economic development authorities talking about the importance of supporting higher education. For the second time our ECEDA has refused to publically support higher education. They were not comfortable without the full boards approval. We have membership and sit on the board of directors for ECEDA. They are making a statement that we do not matter to the economic development of the region. Its not just about us, but our whole neighborhood. The other two main economic development authorities in Reno and Las Vegas did do letters of support. We need to draft a letter to ECEDA about the colleges disappointment in their refusal to support the college. John will draft a letter.
