Faculty Senate Update Frank Daniels reported no action in the senate. Frank and Mike have been talking about changing the Faculty Senate bylaws for committee assignments. Carl said that we have to appoint a faculty person to the system benefits committee and articulation committee which starts in July. Carl will submit the name of last years committee chair. Carl asked that the Senate consider chair appointment to take place in May to take over in July. Frank will ask for a bylaws change when senate reconvenes. Classified Council Update Shirley Jones reported classified council will be conducting a survey to determine why there is little participation in classified council. There are approximately 80 classified personnel and only 10% of them participate in classified council. Dedication Plaques Carl Diekhans reported that GBC has not been in compliance with a 2005 law that requires a plaque in buildings being dedicated from 2005 forward that lists the governor, regents, chancellor and president and public works people at the time of the dedication. We have one building since 2005 (EIT building) and a plaque has been ordered for that building. The question to think about is should we put in plaques in other buildings that do not have plaques in them? The HTC, GTA and Theater do not have dedication plaques. The remodel of the community center will have a plaque with the foundation trustees listed. Carl said to put this topic on the agenda to discuss again in September. Copyrightable Works and Inventions Mike McFarlane reported we have to submit a report for the Research & Economic Development Committee which is due by September 30 on copyrightable works and inventions. Each NSH institution needs to have an Intellectual Property Committee that looks at copyrightable work and inventions to report annually to the President. We also have to report outside compensation in another report. Frank Daniels will discuss these two topics with faculty so faculty understand these are system reports and we are obligated to comply. Since we do not have an Intellectual Property Committee we can attach these duties to another faculty senate committee such as Comp and Benefits. Miscellaneous It was reported that we did not get the grant from the state to fund the head start child care program in Carlin. However, Communities in Schools received $25,000 from Barrick Goldstrike to fund the program. Carlin does not qualify for head start because the income level is too high, but they have the highest need. The generous donation from Barrick will allow the program to operate 2 days per week. Mike McFarlane reported Academic Affairs is going to start working on filling vacant positions. There will be a couple of tenure track positions to fill that we should start advertising sooner rather than later. We can also do some one year temporary fills. There are some classified positions to be filled as well. We are restoring budgets to what they were at the beginning of last year (operating budgets). Hopefully, the governor will not be asking for any money back. Carl said because of our enrollments we did not suffer the heavy cuts that some of the other institutions had to endure. We still have to hold four positions vacant to satisfy the legislative request for the 4.6% salary cuts. There will be temporary positions to fill right away in order to meet the large enrollment increases. Faculty has identified business and theater as the two faculty positions to fill first. Frank said faculty shouldnt have a problem with immediate temporary hires to handle the current enrollments. The department chairs will also have to keep adjuncts in mind to possible help with instruction. Excess registration fees will go to instruction. Mike McFarlane reported that there has been no progress in the Winnemucca building project. Bids are in for doing the roof on Griswold Hall. The community center project is moving forward. Carl Diekhans reported the Board of Regents will meet in Elko on September 17-18, 2009. GBC will be able to do a short presentation at the meeting about something that will showcase the college and our accomplishments. We are still determining who will do the presentation.
