Summer Hours Carl Diekhans reported the system office recommends we do not do four tens for the summer. Presidents Council did not come to a consensus on summer hours. The VPs will let Carl know what areas will be open and how they are going to be staffed. Evaluation Policy The new comprehensive faculty evaluation policy was approved by Faculty Senate on April 17, 2009. Lynette Mcfarlan and Linda Uhlenkott presented the new evaluation system to Presidents Council. All forms will be available on the internet. The new system needs to be used for a year to see how it works. There are still areas in the process that could be improved. Need guidelines for supervisors to determine the roles. The new process will take some people out of their comfort zone. Disciplinary action is not a part of the process. Any violation of code would be handled by a different process. Linda added on the IDEA rating forms is a section has the mean. In this system if you score the mean and above you get the highest rating, if you score the mean or below you get the lowest rating. Mike said there will be a mandatory meeting for all faculty during the fall in-service. Presidents Council thanked the committee their hard work in developing this new policy. Work still needs to be done on an instruction sheet and directions. The committee is still open to recommendations and suggestions. Presidents Council accepted the policy for a one-year trial period with some minor clarifications. Workload Policy Minor modifications to the faculty workload policy were approved by Faculty Senate on April 17, 2009. Mike looked at the policy. There was a clarification of new course development guidelines. Only a one-time development. For a NEW upper division gen ed course you can get three credits for developing it. A department is restricted to one new course per year. President Council approved the policy. Dual Credit Policy The Dual Credit Policy was approved by Faculty Senate on April 17, 2009. Presidents Council approved the policy. Child Care Assistance Program John Rice and Lisa Heise reported on the new Child Care Assistance Program. The program began in 2002 with a three-year grant to subsidized child care for GBC students. The grant with supplementation from the GBC Foundation provided $10,000 per year in subsidies. The GBC Foundation has continued to sponsor the program. There are few full-time students taking advantage of the program which poses a problem for securing donors. A recommendation was given to the committee to change the qualifications of the program to enable more students to be eligible. The qualifications are: students must be eligible for Pell Grants, must be taking a minimum of nine credits, must show compelling need, and must have a 2.5 GPA. The amount of the grants will be $750 per semester with an additional $250 per semester if the student has more than one dependent. These new qualifications will result in more students being served. The grants will not limit the time of day that child services are needed, thus allowing the students to utilize the grant while taking night classes. Applications are due by June 30 with selections to be completed by the middle of July. Information about the Child Care Assistance program should be put on the GBC website and information sent to all the campuses. Miscellaneous Carl Diekhans reported the NSHE budget closing is scheduled for May 8, 2009. Carl does not know if the state has applied for the stimulus. Carl reported that a Special Board of Regents meeting is scheduled for May 12, 2009, to talk about the budget closing. The meeting will be IAV to GBC, Las Vegas and Reno. Lynn Mahlberg reported that notice has already been sent to students already registered for fall classes that we could be raising fees for the fall semester. The students would not be charged a late fee for the additional fees. Hopefully, if there is an increase to fees it can be delayed until spring. A fee increase is a Board of Regents decision that would pertain to all institutions. Cindy Hyslop reported the BAIS committee was approved to be a non-faculty senate committee. The TEC and crisis intervention committees are other non-faculty senate committees. Faculty Senate turned down the BAS committee because they only meet two times. Cindy reported that there is concern within the senate that too many voting members are administrative faculty. Non-teaching faculty still need to be represented somehow, but new ratios need to formulated for administrative faculty representation. This is Cindy Hyslops last Presidents Council meeting. She thanked everyone. Presidents Council appreciates Cindys hard work as Faculty Senate chair and for serving on Presidents Council. Lynn Mahlberg wanted to commend B&G for doing a wonderful job scheduling all the recent moves. The Human Resources department and Safety and Security are now located next to the TV station. Julie Byrnes and her student worker will temporarily be located in Irma Reyes old office. We are looking at how students flow through to create a one-stop shop. Mike McFarlane commented on how many grants are available. He has been forwarding things as they come through. There are so many that he cant keep track of some of it. He is trying to get information to the right people. It is sometimes difficult to sort through them and forward them on. Mary Gilbertson reported that Classified Council will be electing new officers next month.
