Smoking Policy Presidents Council continued the discussion about where to allow smoking on campus. Pat Anderson has received many responses and recommendations from classified council and other concerned staff. It was recommended that smokers should stay at least twenty-five feet from entry doors, open windows and HVAC intake units when they are smoking. Another suggestion was to have designated smoking areas and perhaps construct more break shelters for smokers similar to the one outside of McMullen Hall. We could do that in a couple of spots on campus. GBC staff could construct something that would look reasonably nice. Having designated locations would force people to go smoke in the designated areas. Whatever is decided for the Elko Campus would also be implemented at all locations. We definitely do not want to designate an indoor smoking area. There is a concern about building special facilities for smokers because of GBCs academic commitment to wellness. Whatever costs incurred to accommodate smokers should be matched for wellness programs. Presidents Council recommends that smokers stay at least twenty-five feet from entryways, windows and HVAC intake units when smoking. Pat Anderson will send an email out to everyone and post signs. Break shelters can be considered at another time. Faculty Senate Update - Cindy Hyslop reported that Carl Diekhans updated Faculty Senate about the budget which they appreciated. Nothing has been done on the textbook policy because the attorney has been gone. The thirty-five hour work week for counselors and reference librarians was approved by Faculty Senate. Faculty Senate chose to align our policy with what other institutions are doing and with what NSHE states. We have to keep in mind that faculty members grade papers and do other things from home. What would a reference librarian or counselor do to make up the additional five hours? Also, who at the other institutions are they getting the work week information from? The Human Resource Director at each institution would probably be the most appropriate person to ask about workload policies. Counselors and reference librarians are considered academic faculty and not instructional faculty. Mike McFarlane and Carl Diekhans will need to meet with the Comp and Benefits committee to sort this out. Presidents Council did not approve the recommended change to the workload policy. Six tenure applications and one sabbatical application were approved by Faculty Senate and will be forwarded to the Interim President for his approval. Carl said that WNC has already said they will not be awarding any sabbaticals next year. There is no talk of suspending tenure. Miscellaneous The crosswalk in front of the college on Walnut Street is very hazardous because the light is not working. Pat Anderson is aware of it and will contact the appropriate people to fix the light. Pat Anderson is on the steering committee for the community center remodel. Permits are going forward. They already have color boards and plans completed for the project. The college is currently trying to determine how the remodel can be done that will least affect the students and Caf X. As of now construction should begin in February. The timeline for the project is eight months. Carl would still like to know why we cant do a phased construction. A phased construction would work out better for Caf X and our students. Presidents Council would like to do whatever we can to try to minimize the financial hardship to Caf X that this remodel will cause. John Rice reported the Chancellor will be in Elko on December 11 to meet with the Elko City Council, Elko County Commissioners, GBC Advisory Board and Foundation Trustees, Elko County School District, State Board of Education, and ECEDA. Lunch will be provided for invitees, but faculty can also attend in the audience. The meeting with elected officials will be held in the GBC Theater at 11:00 a.m. and 1:15 p.m. for faculty and staff. Mike McFarlane reported the strategic planning process is on schedule. He has mission statements coming in from all the departments. The institutional goals are being worded. Mary Gilberston reported the project in conjunction with the Boys Scouts that Classified Council has been involved with is complete. GBC was very generous and donated twelve backpacks, cash, sleeping bags and a sleeping pad. Classified is also collecting gifts for underprivileged children (names provided by the Division of Child and Family Services). Some items requested are pricey, so people might want go in with a group to buy the expensive items. Eron Sanchez reported that the SGA sponsored hunt for the hungry went exceptionally well. The students collected enough food to fill ten baskets. The extra things collected will be distributed at Christmas. Eron has been busy attending classes and meetings with students to find out their concerns on the budget and educate them as to what they can do. He wants to drum up interest for the forums that SGA will be conducting soon. The first student forum will be held December 12. He would like to find 5-8 students from GBC to join with students at the other institutions for a possible trip to the Legislature to talk about the budget issues that concern students the most. The students would like to band together with K-12 and maybe other state agencies. People are a little misinformed. Lynn Mahlberg reported the stress buster day went very well. Stress is a constant given the economic conditions and budget concerns. We should be aware and know that Lynns office can help with giving people stress relief techniques. Carl Diekhans reported that the governor requested five additional plans for additional cuts, but NSHE will not respond until after the BOR meeting in December. We did supply information on additional 4%, 7%, and 11% cuts. We have been asked to provide new plans for FY09-10 for 24% and 34% reductions. Carl Diekhans would like to have a Budget Review Taskforce meeting sometime after the Special Legislative Session and the Special Board of Regents meeting. Carl has been pleased with some of the things he has read. If there is a ray of hope we are seeing it now. The legislators are trying to eliminate further cuts to the campuses. It may seem brighter at the beginning of the year. The governor controls any special session agendas and he may be willing to put some of these things on the agenda. The legislators will suggest what they want to see on the agenda and in turn they will work with the governor in February. Carl Diekhans reported the college has turned in our report on the Formula Funding. Formula funding is a law so it would take the legislature to suspend the formulas. GBC supports the formula funding. The legislature wont suspend the formulas without good reason.
