Grants Update Jeannie Rosenthal handed out a spreadsheet of grant activities. Some important grants that she is work on are: the Department of Health and Human Services HRSA grant to develop and offer Human Services programs including a bachelors degree in Human Services; and a renewal grant from the French American Council for the French Film Festival. Carl asked Jeannie about the Western Folklife Center appropriation. He wanted to be sure that the college would not have to cover any expensed with our own funds. Jeannie stated that the college would has encumbered $70,000 but not paid. The WFC will submit an invoice and we will draw down and then issue them a check. It may be February when a draw is made. WFC is not operating on our funds. Star Thomas, Mac Taylor, Bill Reinhard and Jeannie met with them to make clear that they are on a reimbursement basis. Jeannie added if there are things in the strategic plan that she could go get grants for let her know. Smoking Policy Pat Anderson reported that every year at this time she starts receiving complaints about the smoking next to air intakes or right outside windows or doors which allows smoke to be drawn into buildings. The facilities committee talked about this issue. The NSHE policy does not designate smoking areas or distances only that we are indoors smoke-free. Each facility has the authority to designate distances and designated smoking areas. Our current policy follows NSHE policy. The only building that has a sheltered smoke area is outside of McMullen. Presidents Council discussed whether to have a stricter policy. Nationally between 35-40% of the population smokes. Carl asked Pat to look at some scenarios and bring back a recommendation. It is an important issue as Pat is receiving significant complaints. With everyones participation we should be able to find a solution. Faculty Senate Update - Cindy Hyslop Book Policy Cindy reported in April of 2008 Ed Nickel talked to John Albrecht about the textbook policy. The policy was brought to Presidents Council in January 2008 but Presidents Council never voted on it. John Albrecht said there were some possible gray areas to the policy, but he didnt see any problems. The issue was instructors writing the textbook and selling it to the students. Carl wants to take it to the attorney once again. John will be here the first part of December. We need to know how to handle the gray areas. The policy does not prohibit the opportunity for the faculty member to be compensated for writing textbooks. The textbook would have to have been written outside of the regular job. There is a legal question on whether you own the materials if you are paid by the college to develop course materials. Cindy would like to get this resolved. We do want to encourage scholarly work. Diesel Compound Access Cindy Hyslop reported the facilities committee has recommended to Faculty Senate that access to the diesel compound be restricted to authorized personnel only. College employees would be considered authorized. Faculty Senate agreed to the recommendation. Winter time is very icy and the pavement is uneven in the diesel compound. Presidents Council approved that the public should not be going through that area. It should not be an employee parking area either. The gates will be closed but unlocked so that authorized people can have access. Signs will be put up that say authorized access only. SGA Update Eron Sanchez reported on recent events SGA and student life has been participating in at all campuses. The trick or treat street had 8,000 participants in the two-day event. DUI simulator during red ribbon week and the kids carnival were very successful. Eron thanked everyone for helping. The Halloween costume party and dance was a huge success. More events coming up in November include the hunt for the hungry and the turkey feed. Eron has been working with the SGA presidents to prepare a letter to the Chancellor regarding a potential tuition increase. The students would support some kind of an increase so long as the funds generated by a tuition increase would stay at the colleges. Classified Council Update Annie Ulrich reported the classified community service project is helping the homeless. They will be collecting clothing items and backpacks in conjunction with a local boy scout who is doing this as part of his community service. This project will go until November 17. There are 180 homeless people in our area. Cash donations will be accepted too. Call Annie Ulrich or Shirley Jones for more information. C.L.A.S.S. Awards Lynn Mahlberg wanted to encourage everyone to be on the look out for exceptional employees. One person per month wins $50 but there are many more who are nominated. With the budget crisis looming over us the stress level for employees has increased. That is why the Crisis Intervention team is putting on a stress buster day on November 13 in the GBC Theater and Solarium. Some local message therapists and yoga instructors will be on hand to help us alleviate our stress. The stress buster day is for anyone who wants to participate. Advisory Board Update Carl Diekhans reported that the GBC Advisory Board meeting was held at Pahrump on November 6. The Chancellor was there to talk about alternative revenue sources and other scenarios that could help increase the states revenue. Afterwards the local advisory board met to talk about the land proposition. They unveiled a preliminary campus plan for the 280 acres. There was a lot of talk about energy programs at the Pahrump campus. Both meetings went well. It was a good idea to take the Advisory Board meeting on the road. In the future we need to have one of the meetings either from Ely or Winnemucca. Barbara Buckley Town Hall Meeting Carl Diekhans mentioned that assembly speaker of the house Barbara Buckley is hosting a town hall meeting tonight primarily to talk about the states financial crisis. Carl would encourage anyone who is interested to attend. Miscellaneous John Rice reported the Chancellor is coming to Elko on December 11 to have a conversation with the city council, county commission, ECEDA to talk about the budget issues. The details are still being worked out.
