Purge Process Review Julie Byrnes discussed the process for dropping students for non-payment of fees (purge). She presented some concerns regarding the purge process that needed clarification: The parameters of the batch report indicating which student needs to be dropped call for a dollar amount to be set. If the student has not paid 1/3 of fees they are purged unless they have a deferment. PC suggested doing an automatic deferment if they have paid $100 even if the student is taking 6 credits or less. If a student receives a grade in the class they are dropped off the purge list and have no consequences against them. Julie catches these at the very end. PC suggested exempting students from the initial purge if they have late starting classes that begin the month of the purge. Presidents Retreat Carl Diekhans gave an update on the Presidents Retreat that he attended on July 8. With budget reductions of critical concern the system presidents have determined six areas that need further clarification: Tuition and fee policy changes More flexibility in or revision to personnel policies Capital improvement areas of concern Funding formula concerns Effectiveness/efficiency initiative Stability funding carry forward funds Policies to Review Hate Crime Policy Pat Anderson needs to have this for the next Board of Regents meeting. The other institutions did not have a hate crime policy either. Its a relatively short policy. Presidents Council approved. Mardell will get the policy to Cliff to finalize. Miscellaneous Julie Byrnes reported that iNtegrate project charter is still asking for two people from each institute for each area to be dedicated to the project. GBC cannot do that. We do not have enough staff. Academic structure is coming next and the campus community phase will start August 26. This is very bad timing as this is the first week of school. The SWW training is not in there. Once we get the system there is no official training. Those who participate on the teams have to turn around and train people at their respective institutions. Critical success factors say that short-term temporary assistance is available, but this is not the case. There is no money to backfill positions. Carl will address these points of concern with the other presidents. Mike McFarlane reported that enrollments are up from last year. We have had a lot of visitors on campus. Mike McFarlane reported that because of the budget it appears the system will impose a moratorium on new programs unless they are self supporting. John Rice reported the fall schedule was mailed yesterday. The College News will be shipped the first week of August. John has been working on the back to school ads throughout the service area. We have been cutting back on advertising dollars, but the vendors have been working with us. John Rice met with the legislative group about two weeks ago. The memos from the Chancellor will continue but the tone will change to what we are doing and accomplishing. Carl said we need to have get information out as soon as possible. Student satisfaction would be good. We also need letters from businesses and the partnerships that we established (Newmont, Elko County Economic Diversification Authority, Barrick Goldstrike, Northeastern Nevada Regional Hospital, City of Elko, and Elko County). John says that Susanna Dorr is setting up a blog spot on the foundation webpage so people can put comments. Bill Reinhard received a request from Senator Buckley asking us to demonstrate what devastating impacts these budget cuts would have. He will respond by referring to what the system office has already received. We are still on target for the EIT building. Everyone is working together to make this happen. Lynn Mahlberg reported that financial aid will be starting their tour of the service area. There are a lot of people looking for financial aid, good advisement, and tours of the campus.
