Future Agency Vehicles Bill Reinhard wanted to discuss the future of agency vehicles. Is there appetite for the use of rentals or replacement of vehicles or combination of the two? Our vehicles are just not adequate for long distance travel. We also need to take a look at personal vehicle use. Look at some of the costs associated with different scenarios so that we can do a proper analysis. Bill will move forward with the study of the motor pool, rental cars and personal vehicle use and a combination thereof. Maybe we can partner with another state agency. We want more reliable vehicles and to save money. Length of trip and what options. Facility Use Energy Savings Discussion Bill Reinhard has received several recommendations from staff and faculty to look at the economics of heating and cooling all of the buildings hence the recommendation to go to the four ten hour workdays per week. Unfortunately, a permanent four ten schedule violates a state law that says all state agencies have to be opened from 8:00 a.m. to 5:00 p.m. Monday through Friday. The state law would have to be changed or there would have to be a proclamation from the governor to change it. Pat Anderson said if we did eventually get a waiver, classified are willing to make those adjustments (this of course would be in the long run). We can consider doing the four tens schedule next summer. We should look at other energy saving solutions. From Friday to Saturday all buildings are open and heated or cooled. For fall semester we can run with only three buildings open HTC, EIT building and if we have to McMullen. Pat Anderson is meeting with classified and Bob Hannu. We may be able to cut out four or five buildings this fall for Friday through Sunday. If we go forward with this plan, community members have to meet in only the three buildings available. Jeff Cox has ability to shut down computers after a certain amount of time of non-use. Presidents Council would like to see the usage numbers on the academic center and the library. Cliff Ferry says one unintended complication to this suggestion is tax payers wondering why the buildings not being used so much. Policies to Review 1.2 Executive Faculty Duties and Authority We need to update Carl Diekhans information. 3.40 A Guide to Program Reviews Program reviews will be revised this year as part of the assessment plan. It is up to Mike McFarlane on what he wants to do with this one. It would be good for accreditation to have this in the policy and procedures. Go ahead and use what we have now and then as we work on it, we can update the policy. We should put a link in this policy on the dates for the upcoming reviews. 5.10 Executive Transitions PC has approved this policy already, except for the transitions for other administrators. Mike needs to work out a draft for this. Bring back for next meeting. 5.3 Academic and Administrative Personnel Add the new sabbatical and emeritus policies. Miscellaneous John Rice heard on NPR that alternative schedules are being created for full-time students as a savings for the students. One example is the full-time Friday schedule where the student takes four classes (12 credits) on Friday. It does make for a very long day for the student. It wont hurt to track how the school is doing with this alternative schedule. Cindy Hyslop wanted to know how the in-service schedule was going. The basic schedule has been set up, but has not been finalized. Cindy Hyslop discussed some inconsistencies with the make up of the voting pods in Faculty Senate. This is an item of concern that needs to be looked at.
