Policies to Review 2.13 GBC Foundation Accounting Guidelines The language fits with the new BOR policy. Presidents Council approved the policy. 3.7 Professional Development Travel The Faculty Senate Compensation and Benefits committee already has a procedure; therefore Presidents Council determined we dont need this in the policy and procedures guide. We also have a policy for travel which addresses some of the points that were in this policy. 5xx Release of Employee Information The old policy dealt only with instructors. This policy deals with all employees. Employee reference checks - Lucina reported we can only give out dates of service, salary and title without a signed release form. So a statement should be included stating what information can be given out. Lucina and Cliff will work on language and bring back for final approval. 5.2 Employee Benefits GBC does not do anything different from what the BOR handbook says. This policy contains references to the Classified Handbook and State of Nevada statute. Lynn will give Cliff some minor language changes to the grant in aid section. 5.3 Academic and Administrative Personnel We need to add some language on the hard-to-hire positions. Placement of administrative salary has changed. There was discussion on the new salary schedule, which PC determined to be a topic for a future conversation. Less than full-time faculty and temporary employees may be eligible for merit. We need Mikes input on the professional advancement program. GBC does not have appointments with tenure. The sabbatical leave policy needs to be put into this section. 5.7 Classified Personnel The updated policy makes reference to various state regulations and is more comprehensive. Take second bullet in 8.2 and put into 8.3. Presidents Council approved the policy with the changes. Miscellaneous Carl Diekhans notified Classified Council that we have investigated the feasibility of going to a four ten hour workdays per week schedule. The system office advised us not change to four tens at this time. It will be something that we can consider for next summer. Bill added that the State of Utah just authorized all state offices to go to 4 tens (they did exempt the university system). A Conflict of Interest memo advising of the changes to the BOR policy was distributed by the system office. GBC needs to implement these changes into a GBC policy. Mardell and Cliff will research the changes to create the policy. Lynn Mahlberg reported that the system-wide iNtegrate committee will now be meeting via IAV. Originally they wanted each institute to provide nine people to contribute to the committee work. GBC does not have nine people to serve on the committee. The meetings are all held in Las Vegas because that is how it was bid. GBC recommends that the BOR meetings should be conducted via IAV to reduce our travel expenses. We need to find out from the system if this is something they would consider. Cindy Hyslop asked about how the workload would be covered for the positions not being filled (five classified and five faculty). Redistribution of the work will occur, but has to be worked out at the staff level. Cindy Hyslop reported that the millwright position that the mines are funding has not been filled. The search will be reopened to get new applicants. Cindy Hyslop has been sending information about the budget to faculty as she receives it. She would like to have Mike McFarlanes involvement. Bill Reinhard has been receiving questions on how can we be opening another branch (Pahrump) when huge budget cuts are occurring. Of course this money is from a separate account. Regardless of the budget cuts we still have obligations that need to be met. Bill stated that the media needs to put a positive spin on this. If we dont get good publicity in the press, the kids can perceive this as not a good thing to continue their education in Pahrump. The budget cuts do not diminish our responsibilities. Carl Diekhans reported the Chancellor has been distributing institutional responses to the budget cuts. GBC has submitted three scenarios.
