Accreditation Update Cliff Ferry sent out a status report to Presidents Council. Lijuan Zhai is still putting together the faculty and staff survey from last semester. She is working on separating the classified and administrative responses. Snow Day Policy and Outreach Center Closures Presidents Council discussed the need for a campus closure policy/campus delayed start policy. PC discussed the possibility of following what the school district is doing if they decide to close or have a delayed start because of weather. Pat Anderson said to keep in mind that the school has delays so the bus routes can be cleared. Some GBC employees have school-aged children that they would have to stay home with to ensure that they get to school. The President or his designee will determine if the Elko campus has a delayed start or closure due to weather. Pat Anderson will be consulted whenever necessary since she monitors the police scans. We do not necessarily want to combine with what the school district is doing. Once a decision has been made about a delay or closure for the Elko campus, a message will be placed on the GBC homepage instructing employees as to what is happening. A message will also be placed on the main GBC phone number (738-8493) and the radio/television station will be notified. Delays and closures will not apply to the essential personnel such as B&G grounds group for snow removal and security. A list of essential personnel will be compiled. The outreach centers have discretion to decide what is happening at their campuses. The directors would have to communicate any closure or delays to the President. John Rice says that the primary concern is not to put people at risk. Each employee will have to use their own judgment. Pat Anderson will check what system the school district uses for the mass phone calls they do to see if we can utilize something similar for our emergency communications. Bill Reinhard will work with Russ Hammonds to determine the list of essential employees. Current phone numbers for students may be an issue. Because of FERPA we cannot ask students to correct phone numbers on the roster at the beginning of class. Employee Recognition Program Lynn Mahlberg reported that the CLASS recognition program has been a positive program with many people recognized. A winner is chosen from the nominees each month by a random drawing. Laura McCarty, Yvonne Sutherland, Janie Moore and Dorinda Friez oversee the program each month and we are thankful to them for their support. To add value to the recognized employees Lynn recommended announcing the recognized employees each month at a PC meeting so that it becomes part of the record. The most convenient time is the second Tuesday of each month beginning in February. Lynn will orchestrate this. Proctoring Out of System Exams Mike McFarlane reported that the college is proctoring many tests for people taking classes from other institutions outside of Nevada. Mike recommends that we start charging a fee for proctored tests outside of NSHE. Ed said to remember that some of our students are taking tests at other sites too. We would have to set up a method of accepting money for this service. We are trying to more towards a central testing area. Paul would like the VPs to ask their colleagues what is done at their institutions regarding proctored tests. Computer Lab Usage Complaints - Mardell Wilkins brought up two complaints last week from former students wanting to use the computer lab in the High Tech Center for school work from an out of state institution and for personal use. The GBC policy is clear that the computers are not for personal use and are for use by students and employees of NSHE institutions and associated high schools. The policy should probably be posted somewhere in the HTC. Alumni do have use of the library computers for half an hour increments. Policies & Procedures- 5.1 Human Resources Responsibilities Presidents Council approved. Miscellaneous Business Center north strongly recommends that we do not waive the insurance requirements for vendors coming onsite. We have never stopped a photographer from taking photos of people on campus so long as they are in a public area. PC will discuss further in two weeks. Presidents Council approved hosting breakfast for the GBC Foundation employee campaign photo contest winners. Patty Jones will schedule. Lynn Mahlberg reported that at the College Council meeting on October 5, 2007, had a discussion of the revision of the GBC mission statement. The discussion centered on the definition of high quality education and keys to student success. She will email the minutes of that meeting to Presidents Council. Mike McFarlane reminded everyone that a few years ago Presidents Council agreed that all administrators need to meet with departments once per semester. So, if you have not already done so, please schedule your meetings with the Department Chairs. Ed Nickel said that the textbook policy passed the senate. Ed Nickel will forward the policy to Mardell so that she can get it to John Albrecht for a legal review of the policy. Ed Nickel reported the Project: Access Hollywood Festival (PAH Fest) was very successful. Hollywood director, Christopher Coppola, was in charge of event which was part of the Cowboy Poetry Gathering. Next years PAH Fest will be a big event with a major sponsorship from Adobe. John Rice reported that progress was made at the Foundation retreat. The Foundation Trustees will be involved in raising funds for the Endowment for New Programs. Paul Killpatricks system evaluation has been tentatively schedule for May 1-2, 2008. More information will be forthcoming.
