Legislative Updates Paul Killpatrick reported he would like John Rice to check the status of the Elko Clinic bill. Policies and Procedures 4.10 Purchasing Presidents Council reviewed the purchasing policy. Carl Diekhans stated that we spend a lot of money on copiers. Maybe next year we can discuss modifying the copy policy. GBCs contract with Xerox expires on June 30. We have requested bids from multiple vendors. Paul questioned if we still have a problem with excessive printing in the HTC. He feels that printing in the HTC should be on a fee-based system. Faculty and staff should consult with computer services prior to any purchase of computer software or hardware. Computer services checks the licenses on all computers once per year. If something is not licensed to be on a computer, they will notify the employee. The software may be removed from the computer if a license cannot be found. Star Thompson will provide Cliff Ferry with PCs comments regarding the purchasing policy. Presidents Council discussed an incident where an adjunct signed an insurance contract on an art exhibit. A photo was damaged and the college had to pay a $1,500 deductible. Adjuncts cannot sign contracts. A procedure for contracts will be brought to PC sometime in the near future. An email needs to be sent out periodically to GBC-All that all contracts and leases must be approved by the appropriate vice president. Star Thompson indicated that we will still have some changes to these policies in the future. For instance the system will be implementing purchasing cards in a few months. Grant Approval Presidents Council reviewed the go/no go form for the Nevada Department of Education Early Childhood Education Grant and approved the submission of the grant. In service Activities Danny Gonzales has been working on the fall 2007 in-service activities and provided a summary of requests from faculty. Faculty will be returning on August 16. Paul would like to see the ad hoc enrollment committee recommendations as a part of in-service. Accreditation, enrollments and retention are the issues facing the college this year. Presidents Council reviewed facultys in-service requests. PC recommended some of the requests be moved to the community college conference. Bonnie suggested having a session on improving communications skills with distance education. PC invited Danny to come back in two weeks for an update. Mike McFarlane will be scheduling an accreditation planning meeting this week with Danny Gonzales, Bonnie Hofland, and Cliff Ferry. Miscellaneous John Rice reported that the foundation is only $45,000 short of the $500,000 goal for the EIT building. We are also close to successfully completing the chancellors challenge ($100,000 match.) Bonnie Hofland reported she is attending regular, state-wide teacher prep meetings with Jane Nichols. One of the main topics for these meetings is the idea of inclusion. Mike McFarlane reported on a system-wide discussion of programs that address the mental health worker shortage. GBC is already providing innovative health sciences training with the help of some grants. The director of the state mental health system is trying to make the training unified, which may slow things down for us. Ed Nickel reported that the Faculty Senate voted to adopt a definition of plagiarism at the last senate meeting. They also reviewed the new emeritus policy. Ed will provide more information to PC at the next PC meeting. Paul Killpatrick reported he will be attending an apprenticeship training meeting in Pahrump on Monday, May 21. Mardell Wilkins reported that the Take Pride in Your Community Clean up day on May 12 was very successful. ɫ was assigned a local senior citizens home to clean-up and green-up.
