Pahrump Discussion Paul Killpatrick thanked everyone in the contingent that went to Pahrump this week. Mike McFarlane said the overall the trip was favorable. Facilities are in place but are not adequate to keep up with potential growth. The adjuncts are very much under the control of the department chairs at CCSN. They are doing things consistently as far as courses and syllabi. The instructors are told what book and syllabus to use for their classes. There is a big growth potential we could expand the educational opportunities as the community is expanding rapidly. One potential problem is that the city of Pahrump is unincorporated. There is no economic development authority and no zoning. They do not have a book store - they give students six websites to order the books. There are no library holdings or building to house a library. However, there is a county library. Pahrump has an operating agreement with the Nevada Business Alliance for workforce training and we would need to follow up on this agreement as well as any other agreement in place. Pahrump indicated a real need for CDL training. We would initially have to do the CDL training on a smaller scale and collect the money in advance. There are opportunities to originate classes to the outlying areas such as Beatty, Gabbs, and Tonopah. The contingent told Pahrump that the nursing program would not be available at this time. Pahrump already offers a certified nursing assistant program and are working on implementing a certified phlebotomy program. The only degree program that Pahrump has been able to offer is the associate of general studies. We need clarification on their ESL programs. The whole setting in Pahrump seems to be geared towards the high school. The high school conducts classes during the day at the high tech center. How flexible is the school district going to be? We need to clearly separate high school and GBC functions. All dual credit instructors are adjuncts, except for two who are high school instructors. We need to make it clear in the memo of understanding that the Pahrump Valley Center is the colleges and does not transfer to the high school when the new campus is built. Additional facilities need to be found to cover the classes. Instructor evaluations go to main departments at CCSN. The instructors do not see the evaluations unless the evaluations are unfavorable. Campus security is paid for by the high school through a grant. We would need our own security. Lynn Mahlberg stated that a full-time financial aid person may be needed. Pahrump has $60,000 for high school scholarships, and it was estimated that approximately 90% of students request financial assistance. It will be very important to look at the student demographics to access the services. Staffing positions needed would include instructors for math, English, and social science, a financial aid person, and administrative assistant for the director, and perhaps a counselor or advisor. We definitely need updated job descriptions for every position and institutional data on programs, number of students, clarification on the service area, and cost per FTE. Garry Heberer stated that we would need approximately $40,000 to update the interactive video rooms and to add two more rooms to provide better networking to Pahrump. SCS will have to bring the T1 lines to the facility. Bret Murphy said there are nine welding booths in the high school. We have permission from the principal to conduct welding classes at the high school. We would have to upgrade the equipment. Paul Killpatrick stated that ten of our Student Government Association students are traveling to Pahrump during the BOR meeting in December. GBC needs to have a strong presence in Pahrump, and it will take someone from GBC to be there on a continual basis to accomplish this. Sabbatical for Faculty on PERS Carl Diekhans wanted to get the word out to people who want to take a sabbatical and are within three years of retirement that the salary usually goes down when on sabbatical. When retiring, the system takes the last three years salary and averages the salary. It is something to keep in mind when applying for sabbatical leave because it may reduce your retirement salary. Carl will present this to Faculty Senate on December 9, 2005. Sick Leave for Professional Employees Carl Diekhans reported a change to the professional sick leave benefit. Professional staff can accumulate up to 24 additional sick days above the 96-day maximum starting in January. The additional sick days do not carry over into the new year and must be used in the year they were accrued. This helps when someone has a catastrophic illness. Carl will share the information with Faculty Senate on December 9, 2005 and bring back to PC in January. Miscellaneous Carl Diekhans reported that the cost to GBC to offer grant-in-aid to a domestic partner would be approximately $8,000 if it is approved. Linda Uhlenkott said the domestic partner issue is less contentious. Faculty do not want the benefits to go down because of the addition of extra people. Carl Diekhans is finishing the latest room utilization report. This time we can only count classes starting on or around the October 15th and so there are many classes that we can not count. This reflects negatively on our room use. Linda Uhlenkott asked how the hybrid classes would be reported. The hybrid classes probably would not be reported favorably. Lynn Mahlberg reported that she and Margaret Puccinelli are serving on the American Council on Education Nevada Network Planning Committee to develop womens leadership in higher education.
