Policies & Procedures GBC Bylaws the ad hoc GBC Bylaws Committee continued the review of the GBC Bylaws. The committee discussed the composition of Presidents Council. Danny Gonzales feels that it is important to have the Faculty Senate Chair serve on Presidents Council as a permanent member. The GBC Bylaws currently state that the Faculty Senate Chair may serve on Presidents Council. Grants Policy and Procedures approved by Presidents Council. Linda Uhlenkott will present the Grants Policy and Procedures as an information item at the Faculty Senate meeting on October 20, 2006. Adjunct Faculty Evaluation Form approved by Presidents Council with minor change. A statement will be added that says because of Northwest Commission on Colleges and Universities accreditation requirements, adjunct faculty will be evaluated every 3rd year after their initial evaluation. Linda Uhlenkott will present the updated Adjunct Faculty Evaluation Form as an information item at the Faculty Senate meeting on October 20, 2006. Nye County Update Paul Killpatrick reported that he will be working with the Chancellor and others to schedule meetings with the consultant who will be preparing the Pahrump survey that the Chancellor requested. The consultant will be in Pahrump on November 6 and 7, 2006. Paul reported that the Land Transfer Bill was discussed at the Investment Committee meeting last week. We will continue to move forward to acquire the BLM land. Mark Ghan will be working with GBC to complete the application to the BLM for the land transfer. We will have to have everything completed with the BLM before we can take it forward to the Board of Regents. NSHE Educational Assistance Plan Carl Diekhans reported that GBC has been notified that we have not been following the NSHE Section 127 Educational Assistance Plan correctly. The plan allows for non-taxable reimbursement for faculty working on advanced degrees as long as the courses are from an NSHE institution (UNR or UNLV). If the courses are taken from an out-of-state institution, the reimbursement is fully taxable. GBC has been calculating what the in-state tuition would be for someone taking advanced classes from an out-of-state institution and reimbursing that amount as a non-taxable income. According to the Section 127 Educational Assistance Plan the amount reimbursed for advanced degrees obtained from other states must be reported as taxable income. Employees who are currently in programs from other states will be notified that this benefit will be taxable as income. This is an IRS law that GBC was not aware of. Spring Schedule Distribution Presidents Council recommended that the spring schedule be mailed to everyone in our service area. Mike recommended that we announce when the schedule is available online. The schedule will be mailed by November 15. GBC 40th Anniversary Item deferred. NSHE Student Access Policy Presidents Council reviewed the proposed minor revisions to the NSHE Student Access Policy and Financial Procedures: Operating Budgets. Carl says that new wording in the counter-proposal proposed by the institutional presidents allows the institutions some flexibility to build their operating budgets in the manner that best addresses the campuses needs. The Board of Regents still has final approval. Presidents Council supports the counter-proposal. Miscellaneous Linda Uhlenkott reported that some faculty members feel it is unprofessional using the first name and the first letter of the last name as our new email alias. Presidents Council discussed the concern and elected not to reconsider the matter. Carl Diekhans reported that the enrollment numbers for Nye County will be required by CCSN by the end of the month. The numbers are needed so that CCSN can reimburse GBC for the FTE generated in Nye County. Lynn Mahlberg reported that the NSHE Student Affairs Council (SAC) has been working on a recommendation to the Board of Regents proposed policy on Misconduct, Disciplinary Proceedings, and Expunging of Disciplinary Records. The proposed Board policy and SAC recommendations would provide for revisions in the Board of Regents CODE, Title 2, Chapter 6 to include expungement of disciplinary records for suspension and expulsion (not probation), retention suspension timeline for requesting removing disciplinary suspension transcript notation and new language for removal of disciplinary expulsion transcript notation, as well as aligning the proposed timeline for keeping records of disciplinary action to align with FERPA requirements.
