FTE Paul Killpatrick suggested that PC listen to a customer service audio tape at the next PC meeting. The tape is very enlightening and specifically addresses higher education. Lynn Mahlberg has listened to the tape and feels that we can use it as a self assessment tool for customer service. The tape features the President of Briarcliffe College. FTE in Elko is down, while internet classes are up. We can more efficiently utilize our interactive rooms by having more hybrid classes because hybrid classes use a combination of methods, i.e. online delivery and live, or online delivery and interactive. Paying for College Envelopes and Stationary Joyce Shaw was present to discuss college envelopes and stationary, and business card design. Joyce Shaw stated that Media Services can buy stationary products in advance and would like to charge back the full amount to the departments. Currently Media Services only charges back 50% of the full amount. The departments who have the greatest use will pay the most. This is a way to track the costs better. Presidents Council would like Carl Diekhanss recommendation. Media Services created some beautiful business card designs for the Great Basin Archive Center. This brought to light the question of whether we want to encourage the customizing of GBC business cards. We need to be consistent with the GBC logo always remaining in the upper left hand corner of the card. The Great Basin Archive business card was an exception and individualization of the card should be allowed. It does take more time to design a new card, but the cost is the same. Minor variations have been allowed in the past such as adding an appointment card on the back. Each request will go through Media Services where they will determine the appropriateness of the changes. John Rice said that we need to eventually replace everything that still has the old GBC logo and replace it with the new one. That includes signs and nameplates. Presidents Council acknowledged and thanked Media Services for their excellent design work for the in-service catalog, the general brochure, and for the foundation brochure materials. Driver Education Training Mike McFarlane reported that the Elko County School District has officially notified instructors for their driver education that GBC will now be conducting the drivers education training in Elko and Humboldt Counties. The classroom portion will be a 2 credit online course. Lisa Frazier has been working on the web-based drivers education program that we received from CCSN. She is adding graphics and making improvements. We would charge high school students $25 plus $8 for technology fee and $10 application fee. Its important to advertise in school newsletters and with insurance companies that GBC is offering the program. Classroom participation gives you an insurance discount and should be prep for taking the driving test. You dont have to have a drivers permit to take the class. Mike says we are looking into offering a one credit optional driving portion. The hands on driving class would cost more because of insurance costs and gasoline. It would cost approximately $2,000 per year per car for insurance. The class should be available sometime in September. Mike is looking into whether an instructor of record has to have some sort of certification. E-mail and the HIPAA Erik Seastedt researched the Health Insurance Portability and Accountability Act which oversees the privacy of health information if emails being sent out by employees that contain information on an employees health situation are an infringement of the employees privacy. He also got a legal opinion from GBCs legal counsel. The consensus is that it does not dictate an employee/employer relationship. Erik recommends that members of Presidents Council and Human Resources should never send this type of email, and people in supervisory positions should be cautious as well. Some individuals do not want people to know about medical conditions, while others do for the moral support. We need to be sensitive to the needs of the employee. If you are the person sending the email out, just make sure you have the permission of the employee and/or their family. Miscellaneous Mike McFarlane and Linda Uhlenkott will send an email encouraging faculty and staff to attend the welcome back activities. Lisa Heise reminded PC that the Foundation is hosting a barbeque today at noon for mines and suppliers to introduce them to the Electrical/Technology building concept and to get them thinking about in-kind donations. The emphasis will be the building and the programs. The Foundation has been working with faculty to create a wish list of equipment needed for the facility. Lisa also reported that the Foundation audit is almost completed. John Rice reported that Career Focus arrived on-campus and as of yesterday not to the post office. Once it arrives at the post office it will be in everyones mailbox the next day. John reported that GBC advertisements focusing on Start-Up Saturday are rotating on radio and newspaper. Start-Up Saturday is scheduled for August 20 and August 27 from 10:00 a.m. to 2:00 p.m. focuses on getting students registered for class, getting financial aid information, and advising. He also reported that KENV television station produced a 30 second advertisement spot that is a collage of hard driving music and short clips of activities on campus. The clips will run for about a month. Lynn Mahlberg reported that federal legislation passed that requires all colleges in Nevada to provide information about the constitution to our students and the public. GBC must abide by this mandate as it is tied to our funding. Therefore, GBC will be sponsoring a brown bag lunch on September 17 to discuss the U.S. constitution. We may even be able to provide a link to the Supreme Court on the GBC webpage on September 16. Erik Seastedt stated that letters have been sent out to GBC employees regarding eligibility for grant in aid benefits. He also reported that there will be a student employment meeting next week to discuss the distribution of this years RAP money. The RAP dollars went from $40,000 last year to $15,000 this year. He encourages using work study students as much as possible to offset this reduction. Paul Killpatrick, John Rice and Danny Gonzales met with tribal leaders from Ghana yesterday. The tribal chiefs toured GBC and Newmont mine. Their town is near Newmonts Ahafo Project in Ghana. There is mostly an unskilled labor pool there and the possibility exists that Newmont could bring people to GBC for training or possibly sending GBC instructors to Ghana to deliver the classes. Dr. Killpatrick may go Ghana in February or March to further explore this possibility. The Foundations Winnemucca Campus Committee meeting was held yesterday. One of the topics that came up was to try to get SGA entertainment to stop in Winnemucca and Ely.
