Legislative Updates Paul Killpatrick reported that Bret Murphy will be going to Carson City this Friday to testify in support of an Ag bill sponsored by Senator Rhoads. We still do not know what the budget will be; it is a wait and see game. The proposal for Furniture Fixtures and Equipment for the new technology building was heard this last week and went well. The FF&E for all projects went up by 20-30%. Carl reported that for buildings everything looks good, and we may get something for Pahrump. We have no information on operating budgets yet. Faculty Senate Update Linda Uhlenkott reported Faculty Senate will not approve the textbook policy. We still must follow the Regents policy which does include the word ethical. Our GBC policies can be more stringent, but not less stringent than Board policy. The wording for the grievance procedure portion of the GBC Bylaws was passed by Faculty Senate with one change. If the grieved employee is an administrative employee, they can have either administrative or tenured faculty on their grievance committee. Presidents Council approved. For information only: The Distance Education Committee is presenting an item that will require that any class unique to GBC be offered online. This item is meant to specifically address INT seminars. Department Chairs will be addressing this issue at their meeting this week. Health Sciences faculty announced that Gayla Preece, one of the nursing students, has been awarded a $5,000 scholarship from Siemans. Forty-six MTC students were awarded scholarships of $5,000 each; five MTC students were awarded full-ride scholarships. Garry Heberer announced that CE6.0 and CE4.1 will run concurrently for the fall semester, with the hope that all courses will be transferred to CE6.0 in the spring. Several faculty questioned whether or not there would be enough time to teach and prepare courses for transfer. The Curriculum and Articulation reported a new academic emphasis has been approved: Associate of Applied Science Human Services. Debbie Heaton-Lamp presented to Faculty Senate information on the work she has been doing with gifted and talented students. Classified Council Update Annie Ulrich reported that ballots have gone out for new officers for next year. Classified Council recommends that we come up with a consistent date for the employee barbeque. They would be happy to plan the barbeque for the Presidents Fall Welcome Back. Dr. Killpatrick apologized for waiting so long to get back with Classified Council on the date for the barbeque. Carrie Rowley stated that SGA is working on an annual event at the end of the academic year for all students and employees. Presidents Council will explore the different recommendations from Classified Council. 5. Grants Update Jeannie Rosenthal reported that the application for the HRSA grant has been submitted. The grant will be used to develop and offer Human Services Program (certificate and AAS degree.) Jeannie has been working with Bret Murphy and Anna Parker to pull the Tech Prep in with the Carl Perkins Basic. Jeannie will be meeting with Mike McFarlane to prepare the go/no go form for the Child Center Firefly/Family Literacy Program. Jeannie presented a year-to-year comparison of grant funding GBC has gone from $744,014.56 in grant funding for 2002-2003 to $1,465,270.33 in grant funding for 2006-2007. Jeannie reported that there is no competition for the Title III grant this year. We can start thinking of projects for next years Title III competition. The basic premise to Title III is strengthening institutions. We need to identify a problem and see how Title III can solve that problem. Lynn Mahlberg suggested that GBC may qualify grant funding for student support with the number of students increasing in Nye County. Bonnie Hofland suggested grant money for a data base to track and advise students. We could use some of Dorothy Moores research data. John Rice reported that the $10,000 CCHAMPIS grant could be eligible for the Chancellors match. 6. SGA Update Carrie Rowley reported that there were some concerns about graduation that were brought up. She addressed those concerns in an email she sent out to GBC-ALL. Primarily, she wanted to reassure students that they were represented when decisions were being made about graduation when, where, and issuance of tickets. Any unneeded ticket should be given to the SGA office and they will distribute. Carrie reported on end of semester activities Wild Hogs will be viewed tonight in the amphitheater. The end of the year SGA bash will be this Friday. Dr. Killpatrick thanked Carrie for attending Presidents Council this past year. 7. Inoculations for Housing Students Lynn Mahlberg reported a bill in the legislature that addresses inoculations for college students was killed. However, the Department of Health and Welfare is looking at inoculations for housing students. GBC will track this. 8. Miscellaneous Dr. Killpatrick welcomed Bill Reinhard to Presidents Council introductions were made. John Rice reported that a meeting was held with county commissioners, representatives of the City of Elko and Elko County, Elko County Fair Board members and college representatives to discuss the fairgrounds issue. John reported it was a good meeting. We have a collaborative effort within the group. They agreed it would be important to support one another on all efforts. Lynn Mahlberg reported that College Council is meeting this week. Also, on May 4 Kevin Laxalt will present Becoming a Multicultural Person at 10:30 a.m. in HSCI 106. ACE GBC Chapter is sponsoring the talk. Lynn reported there is a proposed legislative bill to cut the cost of text books. The bill would require that all book ISBN numbers be put in the schedule, an impossible feat. Mike McFarlane recently returned from a trip to China where he and Lijuan Zhai visited Heze University. They were treated very well. The university is expanding rapidly. They just created an international department. They are looking for a variety of things, but their immediate needs are English teachers for conversational English. They would pay all travel expenses, provide a furnished apartment, a food stipend, and $500 per month. The school is new and modern and the students are very pleasant. The school is interested in cultural exchanges for six weeks or for a semester. The school is interested in the online degrees especially in computing (there is a benefit to having an American degree.) They conducted a signing ceremony (not official) of our intent to work together. We would have to have Board of Regents approval involving any international agreements. John Rice mentioned that this years Mining Expo will be bringing in quite a few people from China. The opportunity for partnerships could grow. Carl Diekhans reported that the Berg Hall Conference Room remodel is almost completed. He also reported that Bill Reinhard will be working from Carls office.
