Legislative Issues Carl Diekhans reported that the Governor wants to cut $112 million dollars from the total state budget. The NSHE budget makes up 19% of the total state budget. The Governor wants $50 million dollars cut from the NSHE budget. The enhancements that the Governor wants to cut that would most negatively affect GBC are workforce development, formula funding, and the rural factor in the CCSN transfer to GBC. Workforce development and formula funding are very important to us. Carl and Paul will be attending budget hearings in Carson City on April 12 and April 26. Policies for Review 4.2 Emergency Procedures Housing Addendum Presidents Council reviewed. The policy needs further review and will be brought back at a later meeting. 4.4 Vehicle Use Presidents Council approved this policy. 6.11 Fitness Center Presidents Council approved this policy. The release forms must also be attached to the policy. 6.4 Americans with Disabilities Act (ADA) Presidents Council approved this policy. GBCs 40th Anniversary Item was deferred. Room Request from SCS Carl Diekhans received a request from Chuck Stout of SCS requesting more office space once the new technology building is built. We do not have any space right now. They have requested the use of Lundberg Hall 114. We need to take a look at the request again when the technology building is completed. SCS does a lot of things for the college, so we need to give it serious consideration when the new building is completed. Survey Results Presidents Council reviewed survey results of the last GBC graduate survey and the survey of non-returning students. In the graduate survey most of the respondents are employed. Over 55% are working in their field of study. Mike McFarlane says this shows that we are doing a good job of giving students what they want. The survey of non-returning students had a low return rate. From the respondents that did reply, Mike noted that 60% of students who did not return accomplished their primary goal. This is an indication that they are not unhappy with GBC. Class times seem not to be a problem. The biggest reason from those who responded seems to be they have completed the courses that they needed. Presidents Council asked if we could administer the survey of non-returning students to people taking six credits or more or to students who are seeking a degree. Website Restrictions in HTC Open Labs Garry Heberer reported that the lab rules for students have not been updated since 1997. He will start to update the rules and also compare them to the computer use policy. The lab rules do not specifically say that a student cannot use Myspace in the HTC lab there is a statement on the whiteboard in the HTC that states that Myspace is not allowed. Lynn Mahlberg wanted clarification on a recent incident where a student was removed from the HTC for being on Myspace. Garry said that the student was removed for being disruptive, not because he was on Myspace. Pahrump and Elko have dedicated computer labs, but at the other sites classes have priority. Some problems that the other labs are having are students bringing their children and noisy, disruptive behavior. Some of the things that should be listed in the policy are no personal use for financial gain; use by students and employees only; no buying, selling, downloading or chatting. Garry will continue to work on the computer lab rules and take them to faculty senate.
