Strategic Planning Dr. Cliff Ferry requested an update of annual action plans from Carl Diekhans and Erik Seastedt. Dr. Ferry is preparing a progress report that will be given to the accreditation team in April. Dr. Ferry views the action plans as a pilot and subject to change. Carl Diekhans reported on the action plan for Administrative Services. Objective 2.8 Obtain funding for Electrical/Instrumentation building for desired completion date of fall 2006 - the proposal has been presented to the State Public Works Board and the design through the schematic phase has been completed. The proposed schedule for the building is still accurate. Objective 2.9 Replace ABE/ESL facility in Winnemucca we obtained two modular units from Lander County School District and moved one to Battle Mountain and one to Winnemucca (they are both being occupied.) We are trying to obtain more modular units for Battle Mountain, Wendover and Winnemucca. Some objectives dealing with distance education have been grouped. A needs assessment for distance education was completed with Garry Heberer. There might be an opportunity to coordinate a schedule with ABE/ESL for the use of their modular. Objective 2.10, 2.11, and 2.12 have been grouped. Objective 2.22 we have obtained dedicated interactive classrooms at UNR and CCSN for 2005. There would be a room at Redfield Campus and a room at Western High School High Tech Center (CCSN). Objective 2.30 we would need additional staff to provide security services. Estimated costs are $196,200 the first year and $172,200 each year thereafter. Objective 2.18 there is no guarantee of stable funding for an equipment and replacement plan. Erik Seastedts update was deferred to next week. Summer Ehrmann will present the Foundations update next week. Update on Recruiting and Retention Tammy Staley and Julie Smith were invited to speak about recruiting and retention. Ms. Staley has been in the position of Recruitment Coordinator since January 2005. She reported that since being in this position shes had contact with several of the area high schools. There are fourteen high schools in our service area which we need to be in contact with at least once per month. Students are filling out a Request for Information card. Each student should be contacted a minimum of three times 1st from the Recruitment Coordinator, 2nd from the department, 3rd from Support Services, etc. Ms. Staley requested that the departments notify her as to what they would like to send. Some departments want to handle mailing letters to students themselves, while other departments want the Recruiting Department to handle it. Whichever way the contact will look like it has come from the department. Program brochures highlighting the particular departments program will accompany the letters that are sent. The Recruiting Department has implemented 1) the Senior Outreach Program; 2) Transition Tuesday Program, whereby high school students are invited to the GBC campus (generally on their lunch hour) to learn specific things about GBC like filling our scholarship applications or getting a housing tour; 3) tours of the campus and housing are given by student ambassadors to give the student the complete GBC package. The Recruitment Coordinator will follow-up on contacts, cultivate new markets, and handle transition programs on our campus. This will leave the Recruiter to handle the visits to the schools, the 25+ career fairs, and visit new markets. The Recruiting Departments job will be to get the students here to the point of student IDs, then Retention and Student Life (formerly Student Central) steps in and works with faculty, support services, clubs and organizations to assist in the successful transition of students. Ms. Julie Smith reported that Retention and Student Life will handle early alert programs through the G.A.I.P.S. 1 (GBC Academic Peer Services) program. This program will handle things such as the First Year Experience and Peer Mentors. Early alert forms were sent out to instructors at the beginning of the semester to fill out if a student is having a problem in a particular area. G.A.I.P.S. will respond to the students individual needs by providing information about the programs, WebCT, the Academic Success Center, advisors and financial services. The G.A.I.P.S. 2 (GBC Activities Peer Services) program will handle student activities, clubs and organizations, and H.A.B.I.T.A.T. (Housing Activities Board Involve Tenants and Teamwork) for housing student activities. Scenic Air Chad Dixon President, Mitzi Danes - VP, and Donna Dixon assistant to the president, all from Scenic Air were here to talk about their company and the travel opportunities they offer. Scenic Air is a Nevada based company that has been in business since 1967. They operate 20 aircraft and have 250 employees. They have mainly been a site-seeing operator and flying international visitors and tourists to Las Vegas and to the national parks, particularly the Grand Canyon. The company is interested in getting input from students, faculty and administration on what our needs are and how they can help. They do have experience providing essential travel to remote communities such Ely and Merced. Scenic Air offers 15 flights to Reno and 12 flights to Las Vegas. They operate a 19 passenger plane which lowers the fuel costs. They can design the best schedule for the community. Bulk coupons can be purchased at a discount for a limited time for business travel. They will be offering student fares (for students only) only if seats are available and on a stand-by basis. They will also be offering a special rate for families with children. Career Focus Lynn Mahlberg stated that since John Rice would be gone today he asked her to bring samples of Career Focus, a magazine that could feature ɫ exclusively. The concept would be to mail Career Focus out instead of the 39,000 schedules that we normally mail. We will advertise that schedules are available to be picked up or sent by request. We would continue to mail schedules to current students who have been registered within the past two years. The rationale is that people may take a better look at this high-quality glossy magazine with information about the college. We may want to do this for one semester and see what the response would be. There is a possibility that we can sell local advertisements for the magazine. This item is for discussion today. John Rice is securing quotes for comparison and will bring back the discussion in the next few weeks. Adjunct Salary Schedule Carl Diekhans reported that there is a mandate from the system office to eliminate steps in the adjunct salary schedule. The system requires reducing the steps of the salary schedule to three steps. To comply with the mandate, GBC reduced the steps to five in 2004 and in fall 2005 GBC reduced the schedule to 3 steps. There is no relationship between the new steps and the old steps; adjuncts still received their raises. Eventually we will have to eliminate Range II as well. The primary goal is for all adjuncts to be paid the same amount. GBC is not at a point where we can do one step. We are giving bigger raises than the money weve been allotted so we are making good progress. Host Policy Changes Mr. Diekhans informed Presidents Council of proposed changes to the U.C.C.S.N. host policy. If a meeting goes through the lunch hour we can host lunch for staff. Institutions cannot buy tables at another institution. These proposed changes will be voted on at the next Board of Regents meeting. Smoking at Entrances Mr. Diekhans reported that wherever possible smoking ashtrays located outside entryways will be moved to at least 25 ft away from entryways. Miscellaneous Based on a miscommunication with the Elko County School District, Spring Break does not occur on the same week in spring 2006. Because it was a good faith error, Presidents Council recommended that we change our Spring Break to March 27 31, 2006 which will coincide with ECSDs Spring Break. The Foundation dinner dance was a successful event. There were over 300 people in attendance. Summer Ehrmann has heard of no complaints so far. Carl reported that the vendor has filled the vending machines. We are currently working with BCN to hopefully re-bid the contract for the vending machines this summer. The idea is to make money. Lynn Mahlberg reported that Phi Beta Lambda hosted the FBLA from the eastern region here on campus. They did an excellent job and were well received. Approximately 126 students were in attendance. Ms. Mahlberg announced that Margie Ainsworth is retiring on March 11 after 26 years of service. April 6 is the Career Fair day. So far there are 22 booths. We are partnering with the Elko Daily Free Press to do a one page insert for the paper. A motivational speaker from Boise will be the keynote speaker. Danny Gonzales reported that his office will be handling the Community College Conference. The conference is one day but we have to be gone for two days. The conference conflicts with faculty senate. There will be a student services symposium two days prior to the conference. An email will be sent from the Presidents office announcing the details of the conference. Kathy Schwandt discussed the forums last week that were held to discuss the Academic Affairs reorganization structure. She stated that it was decided that it was premature to be creating divisions. Dr. McFarlane stated that the workload discussion is ongoing. A couple of legitimate concerns have come up. This should be an action item at next faculty senate meeting. Dr. Killpatrick said that there is a Legislative meeting tomorrow in Carson City that he and Carl will be attending.
