New Leadership Nevada Conference Julie Smith, Patty Jones, and Robbi Phillips reported on the Grassroots Lobby Days that they attended. The Womens Research Institute of Nevada invited New Leadership Nevada students to attend so they could network and learn about lobbying practices. Senator Dina Titus is on the advisory board for New Leadership Nevada and with this connection, it gave incredible access to some of the senators. There were many speakers and lobbyists debating issues such as capital property tax changes and insurance reform. Julie Smith reported that Patty Jones and Robbi Phillips were well prepared and asked significant questions. They were a positive reflection of the New Leadership Nevada Program and GBC. During the Grassroots Lobby Days, they were able to meet with, ask questions of, and learn about politics and leadership. Julie Smith announced that Mardell Wilkins has received her letter of acceptance for the New Leadership Nevada 2005 program. Robbi Phillips will return as an intern and Julie Smith has been asked to be the faculty in residence. Lastly, the program is a nationally recognized program originating out of Rutgers University. There are currently 10 programs being offered throughout the nation including the one at UNLV. The UNLV program has been getting national exposure and was on the front page news release from Rutgers University. SGA Update Julie Smith and Robbi Phillips gave an SGA update. The Programming Board hosted a concert with rock band, Paradym on March 18. They plan to bring the band back in the fall. They will be hosting the hypnotist this Friday. She reported that the Easter Egg Hunt at the Child Center was successful. There are still green eggs out there that were not found during the campus-wide Easter Egg Hunt. The green eggs have prize coupons for lots of great things that can still be redeemed. The Programming Board is looking at using a booking agency next year to schedule one event (concert, speaker, comedy, etc.) per month in advance. That way, everyone knows whats coming and all that would need to be done is a reminder notice of the event that week. Julie Smith reported that campaigning for SGA officers for 2005/2006 will begin shortly. Elections will be held on April 25 - April 29. SGA needs aggressive student leaders. Classified Council Update Irma Reyes provided a classified council update. She wanted to clarify that the stipend had been approved. It was clarified that the Classified Council stipend was approved in the amount of $1,500. She reported that there was a tie for the Classified Council Excellence Award for the community college conference. The recipient of the Tony Salveteria Scholarship will be determined soon. Co-chair and chair nominations for the next academic year will go out next week. Should know by June 1 who the winners will be. Comments of Budget Carl Diekhans commented on the budget. He reported that the governor is asking us to defer some of the CIP money to next session. This would mean that we would still get the Electrical and Technology Building 2 years from now, but we wouldnt be able to furnish and equip it for another 8 months after that. SB124 was a senate bill with attached language that would fund the rural EMT program. It appears that the bill is now in a little trouble and wont include the EMT language after all. The governor is recommending 84.15% formula funding for the budget. With our reduced FTE, GBC would have a 1 million dollar shortfall per year for the next biennium. Carl will arrange for a series of meetings to discuss various options to deal with this shortfall. GBC has asked the legislature for a hold harmless. This would be the first time in two biennium that GBC has requested a hold harmless. Dr. Killpatrick will get Regent Gallagher involved. We will have to find areas to cutback. We dont want to jeopardize the Elko Clinic project because it involves the whole community. Even if we get funded at 87%, we would still have a shortfall of $400,000. GBC is the only institution in the system facing this problem. Miscellaneous Presidents Council viewed the video of Dr. Killpatrick shown at the award ceremony of the National Job Corps Alpha Award presented to Dr. Killpatrick last spring. Dr. Killpatrick stated that Senator Titus contacted him yesterday and would be honored to be the commencement speaker. Since it is two weeks prior to the legislative session ending, she feels she may be called upon to testify to the senate. Dr. Killpatrick suggested having a quality video made of her speech to play at commencement just in case. John Rice is GBCs official lobbyist. Please contact him if you need any help tracking bills or to lobby a bill from someone. John Rice and Erik Seastedt are working on establishing criteria for a Campus Champion. Those recognized will receive a small token of appreciation and be recognized at the Presidential Awards Ceremony. There will not be time restrictions on nominations; a nomination can be received at any time. Want to leave it open ended so that its not a contest. Some groups have their own awards programs going on and we dont want to conflict with their acknowledgments. Any suggestions would be appreciated. Danny Gonzales reported that they are putting the finishing touches on self study. The self study will be mailed on Wednesday. Tom Ray has resigned as GBCs legal counsel; he will be working for the UNR medical school. His replacement will be Mark Ghan. Summer Ehrmann tendered her resignation today. Her last day will be April 1, 2005. She has enjoyed working with all of us.
