Foundation Flow of Information Paul Killpatrick presented a flow chart representing the process that is followed once a donation is received. All donations must be processed through the Foundation. It is particularly important that the Foundation is contacted when the college receives equipment as a donation. In this way the Foundation can inventory the item and properly acknowledge the donor. The Foundation has a committee that determines whether we can accept a donation and where the donation (equipment) can be used. It reflects more favorably in an audit when we have the proper documentation. The Foundation will serve as a repository for all the information about the donors and donations, allowing the Foundation keep track of our resources and take care of our donors. Certain grants and proposals do not originate from the Foundation office; however, it is important to notify the Foundation because the Foundation may know of other grants or opportunities to match the funds. Leveraging our resources in this way could lead to additional funds or matching grants. Donations for the Elko Clinic have reached $95,000 from the mines and $2,000 from private citizens. The donations have been going through the County but citizens are not able to use that as a tax deduction. However, if you donate to the Elko Clinic through the Foundation, you may claim it on your taxes. Another benefit of doing it this way is that some employers make matching contributions to non-profit organizations, but they cant match contributions if you donate through the County. Adjunct Grant-in-Aid Lynn Mahlberg presented the revised wording for the Board of Regents Grant-in-Aid policy for Temporary Part-time Faculty. The policy will state that GBC will offer grant-in-aid up to six credits per semester (with some restrictions) to temporary part-time faculty. If the part-time faculty member elects not to take advantage of grant-in-aid for themselves, they can pass it on to their spouse or dependent. The grant-in-aid is for the regular semester and cannot be accumulated. Ms. Mahlberg would like to submit the updated policy to the Board of Regents for their approval at their April meeting. Presidents Council will review the changes for approval at the next PC meeting. Miscellaneous Ms. Summer Ehrmann announced again the Foundations Annual Dinner-Dance, Silver Screen Reflections-An Evening of Romance, is set for February 26th. Tickets are $60 each and can be purchased by phone or in person at the Foundation office. Dr. McFarlane stated that the dean search in continuing. They have shortened the list to four possible candidates. He anticipates the number to drop to three after the reference checks are completed. Mike will be talking with the other community colleges about workload issues at the Board of Regents meeting this week. He should have something shortly for faculty to review. Paul and Carl Diekhans attended a legislative budget meeting in Carson City yesterday. Interim Chancellor Rogers proposed that the $300 million tax overrun should not be refunded, but be used to fund the capital projects instead. Chancellor Rogers also recommended a Vice Chancellor for Development position be created which he would fill (and fund) whose function would primarily be to raise money. Mr. Rogers recently donated $25 million dollars to UNLV and is aware five others who could do the same. The language connected to his proposal states that the donation will not undercut state funding. They did not discuss funding enhancements. The Electrical Technical building is still sitting well on the list at approximately $13.2 million. Assemblyman Perkins, Speaker of the Assembly, was at GBC on Saturday to talk about formula funding, the Electrical Technical building, and the sales tax revenue among other things. Assemblyman Perkins has expressed interest in running for Governor and will be returning to Elko to conduct more meetings. He also toured the community health center. Erik Seastedt reported that all open faculty positions are posted and we are receiving applicants. Mr. Seastedt inquired about the building names. He was curious why the Health Sciences building wasnt called the Gallagher Building. All of the other buildings are referred to by a last name. Mr. Seastedt reported that the requirement that adjuncts take the loyalty oath is being suspended until further notice. Only new full-time employees will be required to take the oath. Lynn Mahlberg received a request from Battle Mountain High School requesting a donation for their Sober Senior Party. Since we are supporting the Elko High School graduating party, we should support Battle Mountain in some way. Ms. Mahlberg will contact Charlene Mitchel to see if the Battle Mountain campus has already donated. Dr. Danny Gonzales stated that a full report of the Native American Market will be given at the next Presidents Council meeting. Questionnaires were distributed to participants of the market and his office is compiling the responses. Dr. Killpatrick thanked Dr. Gonzales and John Rice for helping to make this entrepreneurial opportunity for the Native Americans a success. The market should be bigger next year and could possibly be an anchor for the Great Basin Fesitval.
