Legislative Issues Paul Killpatrick and Carl Diekhans were in Carson City yesterday for a budget hearing. Senator Rhoads has introduced a bill for appropriations for the Rural Health Services facility. The request is for $750,000 per year. Weve been trying to get federal appropriations for the past couple of years for the Old Elko Clinic. Paul is hopeful that we can get this funding to finish remodeling the old clinic. Paul will be returning to Carson City tomorrow to report to the legislative committee on Nevada Healthcare Systems and health care issues in general. Carl Diekhans reported that we have adjusted GBCs budget with the fall enrollments which includes Pahrump. Enrollments are flat. March 15 is the final date for figures. GBC Bylaws - Grievance Procedure Cliff Ferry gave background information regarding the changes to the grievance procedure. Cliff reported that Jay Larson and his committee are in favor of the peer review. The wording is a combination of code and UNRs procedure. Linda took the wording to Faculty Senate for a first reading last Friday. Faculty Senate will vote on it next month. Lynn Mahlberg recommended that the policy be sent to all professional employees before the next Faculty Senate meeting to ensure everyone has reviewed it. Danny Gonzales has worked with Jay on the wording and feels it blends well with our policies. Cliff will incorporate the changes and get the updated version to Linda to disperse to Faculty Senate. Policies for Review Cliff Ferry 3.2 Library Services Presidents Council approved this policy. 4.4 Vehicle Use Presidents Council needs verification on liability issue when employees use their own vehicle and on the DUI wording. Policy will be brought back to next PC meeting. 5.10 Executive Transitions Policy will be brought back to the next PC meeting. Eye on the Prize/Student Satisfaction Survey Lynn Mahlberg reported that the next step in the research to enhance Student Success is a student satisfaction survey. Dorothy Moore, Lijuan Zhai, Julie Smith, Stacie Potter and Lynn Mahlberg met regarding a draft survey that Lijuan had developed to assess student satisfaction with campus services, GBC instruction in general, satisfaction with personal growth at GBC, satisfaction with social integration, campus climate and other questions regarding the number of hours the student does homework, works, etc. Lijuan will be able to link the survey with students (age, gender, full-time/part-time enrollment) to obtain additional information. Everything reported will be aggregate information. The classes chosen were at random and should provide information on approximately 450 students. In addition to the class random sample, the 2007 graduates will receive a survey, and there are plans to have an employee survey as well. Prior to administering the survey to the classes, Julie and Stacie had students from housing and through Student Life fill out the survey and Dorothy gave the survey to one of her classes to assure that the questions asked were very clear to the person taking the survey. Results of the survey(s) will be forthcoming. President's Council was asked for comments. Fall Printing & Mailing Schedule John Rice needed input on the mailing timeline for the fall schedule. Presidents Council discussed doing the full mailing in April and then in late July or early August - do a revised publication to the full service area. John reported that it is hard to say whether our flat enrollment has anything to do with discontinuing the Career Focus. Lynn Mahlberg recommended that GBC should look into advertising on myspace.com or facebook.com. Presidents Council recommended one mailing in spring, then follow-up with another mailing in late July. Faculty Senate Update Linda Uhlenkott reported that a petition was brought forth at Faculty Senate regarding non-traditional credit for select bachelor degrees. The petition requests discussion to allow non-traditional credit to be considered by the Academic Standards committee, if the program supervisors deem it appropriate, in order that credit could be applied towards completion of specific program requirements. Presidents Council recommended that this item warrants more discussion. Mike McFarlane should meet with program supervisors for further discussion. Faculty Senate also discussed communicating to the Curriculum and Articulation committee when a program is discontinued. Mike says there really is no process for discontinued programs. We do have program reviews. We can make a program inactive. All programs on the books are reviewed every five years. The Health and Human Services is changing its name to Health Sciences and Human Services. Miscellaneous Lynn Mahlberg reported that GBC had eleven employees who went through the ASSIST suicide prevention training. It was a two-day training seminar conducted by the state suicide prevention office. We have a significant problem of suicide within our state. The training provided training to better understand and assist a person in need. Mike McFarlane attended the Northwest Commission on Colleges and Universities accreditation meeting last Friday. Mike reported that the speaker was a government printer. It appears that the government wants more control of higher education. Accreditation needs to be more mission centered. Institutions should not be compared. John Rice stated that GBCs mission statement is being reviewed the only component missing is our vision. It sounds like GBC may need an accreditation officer for the big picture. Carl Diekhans reported we may not be putting a modular in Pahrump. We are also looking at rental space. We are still working on the BLM land grant. If we get an appropriation it would take two years before we can expand. We can handle one years growth in Pahrump, but not more without facilities.
