Legislative Issues No discussion. Policies for Review Cliff Ferry presented the following policies for review and possible approval. Employee Evaluation section of the GBC Bylaws deferred. Grievance Procedure section of the GBC Bylaws deferred. 4.14 Loans to Purchase Computers Presidents Council approved this policy. 4.24 Electronic Equipment Use and Liability Cliff Ferry has implemented changes that were recommended by legal counsel. The legalities of this policy are similar to that of the Key Control policy. Cliff will add a paragraph addressing the short-term checkout of cell phones and laptops. Presidents Councils approved the policy with the addition of the short-term checkout statement. 8.3 Campus Safety & Security Cliff reported that legal counsel has reviewed this policy with only one recommendation to refer to the Clery Act in the document. Presidents Council approved this policy. 6.7 Regents Scholar Award There was some discussion about the eligibility. Cliff requested that Lynn Mahlberg take over the revision of this policy and just bring the changes to Cliff. Policy is still under review. 6.11 Fitness Center This policy has been reviewed by legal counsel. However, we need clarification about liability for dependents and minors participating in intramural sports but not enrolled in classes. Policy is still under review. 6.2 Faculty Advisement Cliff Ferry will add a table of contents to this policy because of its length. Presidents Council approved this policy. Classified Bylaws Cliff reported that legal counsel stated that Classified Council is not subject to the open meeting laws. Therefore, they can proceed with the electronic vote. Cynthia Vaughn Giles will present the policy to PC for approval at the next PC meeting. Distinguished Alumni Award Paul Killpatrick presented a draft process for a distinguished alumni program. Because of time, this year Presidents Council will select the winner. We need the Foundation Board of Trustees involvement. It would be nice to establish an alumni wall over by the Foundation for the names of the recipients. John Rice will send something out to the Board of Trustees. Nominations will be accepted in the Presidents office. The Graduation Committee will be notified that the distinguished alumni will be recognized at commencement. Governors Recommendations Carl Diekhans provided highlights of the Governors recommendations for the budget. Health insurance costs will raise to approximately $1,000 per employee We do share a vested interest in some of the line items: New space rental for the National Guard Armory. 2%/4% COLA Workforce Development GBC could receive approximately $680,000 for the biennium 85.5% formula funding 1% formula increase would mean an increase to $399,000 for the biennium Carl also reported that the non-state accounts can be carried over from year-to-year. The Student Government account had a large carry over. The students have elected to spend all of the carry over this year. The Capital Improvement account is in a good position because we paid off the Berg Hall Expansion loan. As enrollment increases so do the fees. We could leverage $200,000 a year at 5% for new buildings. We would be able to pay for a 1.5 million dollar project in 10 years at this rate. Miscellaneous Dr. Killpatrick invited Bonnie Hofland to Presidents Council. She is completing an internship for her doctorate and is interested in helping with any projects we have going on. Her interests lie in administrative and academic issues. Mike McFarlane presented a grant that he recommended GBC should apply for. The grant would fund approximately $300,000 to upgrade the pediatric and geriatric components of the nursing program. The grant would fund a position for one year to establish the program. The grant would also be used to purchase a simulated baby. Mike said that the grant rates an 80 on the Go/No Go form. The reporting would not take a lot on GBCs part. Presidents Council recommends that we pursue the grant. Mike McFarlane reported that he and Lijuan Zhai will be traveling to China in April to investigate a possible international exchange with Heze University. Honorary degrees and tenure recommendations are due to the System office on February 13, 2007. John Rice reported that we have seven founders who may be attending the Foundation Dinner Dance. He requested that all of Presidents Council adopt a founder for the dinner dance. Presidents Council has agreed to pay for a founder ticket out their own pockets. Kim Miller, GBC Foundation Chair, has also agreed to adopt a founder. Bonnie Hofland attended a meeting with the Chancellor and the Nevada superintendents. She reported that the Chancellor committed $10,000 of his own money for the Pahrump lending library. One of the issues coming up is that the lending library will have different editions than the teachers. All of the institutions need to address this lending library because it is not as simplistic as originally thought. They may have to consider giving out book stipends. Bonnie said a new committee was formed and Jane Nichols will be the head. One of the main focuses of the committee is to try to produce better qualified education graduates.
