Legislative Issues Paul Killpatrick and John Rice will participate in a weekly conference call with the System office to discuss legislative issues. GBC Bylaws Cliff Ferry reported that Mark Ghan is still reviewing the grievance procedure section of the GBC Bylaws. There is too much ambiguity on grievance committee makeup and what types of grievances it refers to. We do need to include a grievance procedure in the bylaws for someone who has not received merit and/or someone who is unhappy with their evaluation. It is up to each institution how they address these issues (GBC uses a peer committee.) Lynn Mahlberg should sit on the faculty senate committee looking at this. Policies for Review The following policies were distributed for Presidents Council to review. Classified Council Bylaws Cynthia Vaughn Giles went over the changes to the Classified Council Bylaws. Mark Ghan will be looking at some items of concern and will get back with her soon. Vehicle Use Policy Brought back with inclusion of DUI penalties. Mark Ghan reviewed. Carl Diekhans will send Cliff an updated draft with changes that he implemented Electronic Equipment Use and Liability for review. Campus Safety and Security for review. Regents Scholar Award for review. Cliff will send policies to Mark Ghan once they have been approved by PC for a final review by legal counsel. Linda Uhlenkott recommended the difficult to recruit positions be addressed twice per year. A faculty committee should be created that the President could consult with for the difficult to recruit positions. Distinguished Alumni Program As Paul has mentioned in the past, he wants to establish a distinguished alumni program. He is impressed with North Idaho College Alumni Awards. Most alumni award programs are run through the Foundation. Julie Smith talked to Northwest College, and she thinks that they have a good model to follow. Northwest College has won awards for how they conduct their alumni program. We will develop criteria and then turn the program over to the Foundation. For this year the distinguished alumni will be chosen by Presidents Council. Reporting on Inventions and Copyrightable Materials The System office is requesting a report of inventions and copyrightable works disclosed in the fiscal year July 1, 2005 to June 30, 2006 and the disposition thereof. We also need to send them any policies and procedures we have in place, the makeup of our Intellectual Property Committee and a report of activities in these areas during the last fiscal year. GBC does have a policy on intellectual property rights and copyrights, so Cliff will take a look at that. Mark Ghan said there is also the chapter in the Handbook to follow. All of this information is due at the System office by April 16, 2007 attention Penny Amy and Neil Woolf. Linda Uhlenkott and Mike McFarlane will handle compiling and submitting the data to the System office. Miscellaneous Annie Ulrich provided a Classified Council update. Classified Council has seen a decline in the revenue from the vending machines. Classified would like to either take over the vending machines or secure a different vendor. Carl said that GBC still has a seven year contract with Pepsi. We can complain to the head Pepsi office. The vending machines can go out for bid as soon as we find bidders. Carl feels it would be cost prohibitive for Classified to take over the vending machines as the machines cost about $4,000 each, and we would have to replace between 20 and 30 of them, plus it would take a full-time person to maintain the machines. Holiday Community Service Eleven children, ranging in age from one month to 14 years, had a wonderful holiday this year thanks to the efforts of classified, faculty and other staff members who generously made some wishes come true. Many classified staff members participated in this effort as well as the Christmas party donations, even if they did not attend. Scholarship January 12 is the deadline for applications for the Classified Scholarship. Any full or part-time classified staff taking three credits or more at any NSHE institution is eligible to apply for a one hundred dollar scholarship to be used in the semester it is awarded. The recipients are selected through a random drawing and cannot apply again for one academic year. Last semester, the two recipients were from the Winnemucca campus. Annual Bar-B-Que/Picnic Classified is interested in the preparation and planning of the annual event, but would like to have the opportunity to make it welcoming for the whole campus community. If possible, the council would like to have President Killpatrick select a Friday afternoon where the campus could close at noon, so activities would be made available for the Buildings & Grounds personnel. The participation last year had increased dramatically from the prior years Saturday at the park. Norm Cavanaugh and students provided wonderful family-oriented entertainment. Dr. Killpatrick provided the funding for the meat, but unfortunately could not attend. Proper planning and this accommodation (early closure) could make this event even more successful. It would be nice to have the event before the faculty leave for their summer break. The next Classified Council meeting will be January 12, 2007. Faculty Senate Update Linda Uhlenkott reported that Faculty Senate is working on the process for faculty at the top of their pay scale. Faculty Senate approved the following at their last meeting: Wording change on Grade Appeals or Professional Conduct - You must first communicate with your instructor to discuss your complaint and attempt satisfactory resolution. If successful, no further action need be taken. Additional statement to be added to the GBC catalog under Student Conduct Policy (from WNCC recommendation to Online and Web Assisted Faculty) Messages, attitudes, or any other form of communication deemed to be outside the bounds of common decency/civility as judged by common standards of classroom behavior (determined, as they would be in a regular classroom, by the instructor) will not be tolerated. The Five-Year Review Process for Tenured and Non-Teaching Faculty. Presidents Council accepts these changes. Julie Smith reported that next Tuesday evening, the Student Government Association Retreat will be held overnight in the community center. Presidents Council discussed hosting high school parties on campus this year. Since we dont have the Posse anymore, it could cost the college up to $1,500, plus we usually donate gifts. We need to decide if we want to do this anymore. One option is to charge them for use of the facilities. PC will decide at a later date whether to host high school parties in the future. Mike McFarlane said we need a better system for the change/add sheets than the paper system we have now. Also, in looking at reducing paper production, Mike suggested that the enrollment reports should just be electronic.
